On September 27, at the "2020 China Intelligent Manufacturing Industry Annual Conference" sponsored by 21st century economic report, CCID consultants and 21st century economic report jointly released the "2020 white paper on China's new infrastructure industry track and investment value research" (hereinafter referred to as the "report").

At the same time, the report analyzes that the current domestic new infrastructure construction is in the initial stage, and the construction planning, policy system and operation mechanism related to the "new infrastructure" are not perfect. The policy of infrastructure construction and financial development should be complemented from new dimensions.

New infrastructure investment track

According to the report, 5g + industrial Internet, UHV and smart grid equipment operation and maintenance, big data center, Satellite Internet and artificial intelligence will become the key investment track of China's new infrastructure industry.

Among them, the development of 5g + industrial Internet can strongly support the digital, networked and intelligent transformation of manufacturing industry. The report points out that the integration and innovation of 5g and industrial Internet can help manufacturing enterprises realize extensive interconnection in key links such as supply chain management, product design, production and manufacturing, logistics and transportation, so as to form the capabilities of networked collaboration, intelligent manufacturing and personalized customization.

At present, the application of 5g in manufacturing industry has formed certain typical industrial application scenarios, including 5g + remote operation and maintenance, 5g + industrial control, 5g + warehousing logistics, etc. For example, in the field of large aircraft manufacturing, 5g technology can be used to realize flat, customized and intelligent production in combination with private cloud storage, high computing power and connection design.

In terms of UHV and smart grid equipment operation and maintenance, 5g application is also worthy of attention.

The report points out that, relying on the advantages of large broadband, low delay and high reliability, combined with network slicing, MEC edge computing and other technical solutions, 5g deterministic network can accurately match the core demands of the power grid industry for data security, high-quality transmission, differentiated business adaptation, security and reliability, and the commercial prospect of 5g to B in the power grid industry is promising. At present, the application of 5g technology in this field mainly focuses on unmanned inspection of UHV substation and smart grid and remote operation and maintenance of power equipment.

The data center is on the third track. The report points out that the current new infrastructure financing mode is constantly innovating, and the asset securitization of data center has become a new trend. On April 30 this year, the China Securities Regulatory Commission (CSRC) issued the guidelines on public offering of infrastructure securities investment funds (for Trial Implementation), and the pilot project of public offering REITs in the field of infrastructure officially launched. Analysis shows that data center, as a new type of infrastructure, is made in heaven with REITs.

"Asset securitization provides a new way to solve the financing problem of IDC enterprises." Dong Kai said. Specifically, IDC assets have the property of heavy assets, and its profit mainly depends on the cabinet rental income, which has obvious advantages in the stability of cash flow and predictability. For enterprises, IDC REITs projects can issue detailed statement of assets, depreciation and amortization, which is helpful for enterprises to reduce capital risk and financial cost.

In addition, the report believes that the satellite Internet has the characteristics of wide coverage, low delay, broadband and low cost, which can effectively make up for the gap in ground communication and has a very broad market prospect. In July this year, China's first high-speed Satellite Internet aircraft successfully made its maiden voyage, which provides an important reference for the promotion and application of Satellite Internet in navigation, emergency, energy and other industries, and the creation of specialized and personalized Satellite Internet solutions.

The fifth largest track in the new infrastructure is in the field of artificial intelligence. Dong Kai pointed out that the "new infrastructure" provides a verification scenario for AI, so as to promote the development of AI application to multi technology integration. At present, the deep integration of artificial intelligence and 5g technology can provide intelligent application mode with faster response speed and rich content, which can be widely used in the fields of medical treatment and unmanned driving.

Still in its infancy

Although different tracks have broad application prospects, the domestic new infrastructure is still in the initial stage, and the industry needs to be further improved.

In this regard, the report also gives relevant suggestions. For example, in the application of 5g + industrial Internet, the report points out that it is necessary to cultivate solution providers who understand both 5g and industry, strengthen the formulation of 5g industry standards and policy guidance, and strengthen business model innovation between user enterprises and operators.

In terms of the future development of UHV and smart grid, the report suggests that UHV enterprises should deeply connect with the belt and road initiative to participate in international energy cooperation, so as to open up international market space and strengthen policy guidance so as to promote the construction of smart grid in an orderly manner. In addition, we should encourage the application of multi technology integration to improve the operation capacity of complex large power grid.

In view of the development of data center as a key track, the report proposes to cultivate a number of professional data center service institutions to promote the green development of data center, and at the same time, reasonably guide the construction and layout of big data center to avoid imbalance between supply and demand, and strengthen the training of data talents to provide support for key technology research.

In terms of the future development of Satellite Internet, the report holds that the industry needs to innovate its business model, form an industrial ecology of win-win cooperation, accurately grasp international industry rules, and plan orbit and frequency resources as a whole. In addition, it is more important to strengthen the key technology research and enhance the competitiveness of core products.

In the field of artificial intelligence, the report points out that at present, further development of artificial intelligence still needs to encourage local governments to actively implement the AI listing system, strengthen the training of artificial intelligence professionals, and strengthen the regulation of benign competition and cooperation mechanism of the industry.

Focusing on the overall development of new infrastructure in China, the report puts forward five suggestions, such as strengthening overall planning and top-level design, improving fiscal, taxation and financial policy support, strengthening industrial policy guidance, promoting new development with pilot demonstration, and achieving new breakthroughs through regional co construction.
