In 2011, the Pengzhou municipal Party committee and the municipal government formulated the "Implementation Opinions on building the home textile and clothing capital of Western China". It pointed out that ten measures will be taken to create six kinds of work measures, and Pengzhou should be pformed into a functional area of home textile and garment industry with industrial development, active market, fast logistics, perfect matching and complete functions.
