In 2007, the situation of the national textile industry was better, the industry profits increased, and Shaanxi province still lost 167 million yuan, which is one of the two only provinces in the country.

During this period, many enterprises reluctantly maintained, serious investment in fixed assets, lack of stamina in development, a large number of enterprises shutting down bankruptcy, and a large number of workers laid off and unemployed.

The leaders of the provincial Party committee and the provincial government are very concerned about the problems existing in the textile industry of Shaanxi. Zhao Leji, the provincial Party Secretary, Mr. Zhao Zheng Yong, vice governor of the province, and Wu Dengchang, vice governor of the province, have gone deep into the investigation of textile enterprises for many years, promoting the reform of the enterprise system and the construction of the park, and solving various problems arising from the development process.

Relevant departments have also taken many effective measures.

Last year, in response to the international financial crisis, the executive meeting of the provincial government approved the "Shaanxi textile industry adjustment and revitalization plan implementation plan" formulated by the provincial industrial and commercial office and the provincial development and Reform Commission. The implementation plan identified the development ideas of developing and surviving, adjusting the ownership structure and industrial structure, doing fine and doing special work, and introduced the supporting policies and guiding measures.

The provincial labor and Industry Bureau takes the project as the starting point to make good use of the policies of the provincial government and speed up the structural adjustment of the textile industry.

With the active cooperation of departments such as the provincial development and Reform Commission, the provincial finance department, the provincial land tax bureau and the provincial people's social office, in 2009, the loan interest rate for the textile enterprises was 22 million 880 thousand yuan; the support for technical pformation and fixed assets investment projects were 37, discount interest or subsidy funds were 54 million 350 thousand yuan; the textile enterprises enjoyed about 80 preferential policies for the urban land use tax, and paid less than 30 million yuan every year for 3 years; and the subsidy policy for unemployment insurance funds was more than 10 million yuan.

The above support funds amounted to 118 million yuan in the textile industry.

Under the guidance and support of policies, enterprises should change their concepts, improve their market competitiveness and adjust their development ideas.

Reporters also learned that Shaanxi's private textile industry has developed rapidly in recent years. The proportion of cotton and fine spindles has increased from 45% in 2004 to more than 66%. Only one county in Qianxian County, cotton textile enterprises have developed to 43 households. In the first half of this year, the total industrial output value reached 820 million yuan, up 26.8% over the same period last year.

A large number of private clothing enterprises such as sheep boss, seven sheep, beauty, rite, Jinyi and cloud dress have expanded their production scale and carried out technological pformation, so that the proportion of total output value of garment industry in Shaanxi province has been increasing continuously in the whole textile industry. Last year, the total output value of garment industry increased by 51.5% compared with the same period last year, and the profit increased by 442.53% over the same period last year.

Private enterprises are also actively developing industries such as twisting, weaving, home textiles, knitting, cashmere, industrial textiles and other high value-added products such as functional textiles, garments and special yarns, and high-grade silk quilts, which will make Shaanxi's textile industry structure more reasonable.

At present, the development of Shaanxi's textile industry has entered an important turning point. The ownership structure has undergone a fundamental pformation. The private economy has taken the lead and the industrial structure has changed greatly. The garment industry, household textiles, knitted, cashmere, industrial textiles and other industries have developed rapidly, forming a new profit growth point. The level of technology and equipment and the added value of products in the whole industry have also been greatly improved.
