We should use legal means to protect the market, rather than using administrative means to intervene in the market.

For example, in accordance with the laws of the real estate industry, the United States must first make partition legislation. Although the land in the United States is privatized, the problem of land use and planning is not the sole rule of the government.

The partition legislation of the United States 150 years ago has become a national legislation through 40 years, that is, the right of the people to have the final say in the land, and can not be changed casually, otherwise the people will not agree.

The situation in China is the opposite. What the government wants to do is to do what it wants.

Ren Zhiqiang: first of all, the housing act. We called for the establishment of the housing law many years ago, but until now, it has not been formally included in the legislative agenda.

For example, housing security, strictly speaking, there is no housing security system in China.

Many countries have the legal system of housing security, what kind of housing people should live in and what kind of people enjoy the way of government protection. There are standard detailed decisions, which can not be pushed to the market.

China has been regulating the past few years, but there is no legal system to solve the problems that should be solved in the long run.

We need to solve long-term problems by legislation, as well as land system, fiscal and taxation system and financial system.

If the land system can not be fundamentally solved, the fundamental problem of China's real estate can not be solved.

Our land is purchased by local governments at low prices, sold at a high price, or factories and cheap land are collected by the government. Local governments play the role of price difference. Therefore, the land policy will not change, and the role of local governments will not change, which will play a very bad role in pushing prices up.

There is also a financial system. The Ministry of housing and urban rural development has not set up a housing finance bureau.

Housing finance and macro finance are two different things.
