Broaden The Scope And Channels Of Private Investment
In May 25th, the Chinese government announced the notice of the State Council to approve the NDRC's opinions on deepening the reform of the economic system in 2009. The suggestion was made to speed up the study to encourage private capital to enter into relevant policies such as oil, railways, electricity, telecommunications, municipal utilities and other important areas, and to promote social investment. The Ministry of finance, the State Administration of Taxation, the development and Reform Commission, the Ministry of housing and urban and rural construction four ministries and committees to deepen the reform of the real estate tax system and study the introduction of property tax.
In deepening the reform of the financial system, the view points out that we should strengthen the basic system construction of the capital market, establish a sound regulatory system conducive to the steady development of the capital market and the protection of investors' rights and interests, timely launch the gem, promote the construction of the OTC market, and improve the function of the capital market. We should improve the mechanism of bond marketization, market restriction and risk sharing mechanism, and gradually establish centralized and unified regulation rules and standards for bond market. We should deepen the reform of the insurance industry and give full play to the functions of insurance protection and financing. Speed up the construction of equity investment fund system, and introduce the management method of equity investment fund as soon as possible. We should establish a sound financial supervision and coordination mechanism and international cooperation mechanism.
According to the request, the NDRC, the Ministry of Finance and the people's Bank of China are responsible for establishing the coordination mechanism of fiscal policy, monetary policy, industrial policy and investment policy, and improving the macroeconomic regulation and control policy system. Led by the NDRC, the reform of the investment system has been further promoted, and the catalogue of government approved investment projects has been revised to minimize the scope of approval and the authority to delegate approval.
The view points out that we should deepen the reform of monopoly industries and broaden the scope and channels of private investment. We should speed up the study and formulation of the railway system reform plan and accelerate the reform of railway investment and financing system. We will continue to deepen the reform of the telecommunications system and formulate a supporting regulatory policy. We should deepen the postal system reform and promote the reorganization and restructuring of the postal express logistics business. We should implement relevant state regulations, achieve two-way entry of radio and television enterprises, and promote substantive progress in "triple play". We should speed up the separation of main and subsidiary power grids and the reform of rural power system. We should speed up the reform of municipal public utilities and expand the scope of franchise for urban water supply, heating, gas supply, sewage treatment and garbage disposal.
The suggestion also pointed out that we should vigorously promote the reform of the prices of resources products and energy conservation and environmental protection system, specifically involving the price formation mechanism of resources such as electricity, coal, natural gas and water.
In addition, the view was put forward that we should speed up the reform of fiscal and taxation systems, study the promotion of comprehensive and classified personal income tax system, study and formulate the resource tax reform plan, accelerate the straightening out of the environmental tax and fee system, and study the Levy of environmental taxes.
