China'S Trade Frictions Will Show Four Characteristics This Year.
The slowdown and recession of the world economy will lead to the aggravation of the protection of international trade and the increase of trade disputes. As the serious impact of the world economic recession will continue, protectionism comes along with the economic crisis. Industry experts predict that China's export products will encounter more trade frictions in 2009, and trade frictions will become increasingly diversified, integrated and hidden. This is a new challenge to the government and enterprises.
China's export products are encountering more and more technical barriers under the name of safety and environmental protection. Meanwhile, new trade frictions such as countervailing measures and anti-dumping are showing a more frequent trend in the past year.
Countervailing has become a new field and hotspot in China's trade frictions. The number of countervailing investigations in China has ranked first in the world.
According to WTO statistics, since the establishment of WTO in 1995, the number of investigations involving Chinese products by the members in anti-dumping cases has accounted for about 1/7 of the total.
China has been the world's largest number of anti-dumping investigations for many years. At present, 1/3 of the world's anti-dumping cases are against China.
Industry experts pointed out that with the attack of the global economic crisis, international trade protectionism will rise further. In 2009, China will face more trade frictions and may show some new characteristics.
First of all, trade frictions will show diversification, integration and concealment.
Li Youhuan, Professor of the Guangdong Academy of Social Sciences, pointed out that more countries will take the product quality and food safety as an excuse to generalize and exaggerate the facts, take restrictive measures on our export products, technical trade measures, sanitary and plant health measures become the main obstacles to the export of our products, and trade barriers such as intellectual property rights and corporate social responsibilities will continue to increase.
Second, China will continue to increase the number of new trade frictions against countervailing measures. The countervailing case will remain the focus of the next two years.
Xiao Yaofei thinks that unlike the anti-dumping investigation, the object of the countervailing investigation includes the government and enterprises, and the main target is the government's economic policies and institutional arrangements.
Once the alleged project is recognized as a subsidy, it will have a negative impact on the use of macroeconomic policies and regulatory measures in China.
Moreover, the items judged to be subsidized will often become the evidence for subsequent countervailing investigations in China, thus inducing more countervailing investigations.
From the industry perspective, steel, textile, machinery, shipbuilding and so on are the hot spots of countervailing.
Thirdly, emerging industries, such as steel, automobiles, communications equipment and chemical products, will become the new hot spot of trade friction between China and developed countries.
Developed countries are more likely to adopt trade protection measures for trade disputes involving these industries in order to maintain their dominant position in the world economy.
In addition, trade frictions between China and some developing countries may intensify.
Some Eastern European and Latin American countries are China's developing countries, and their economic structure is also dominated by manufacturing. Therefore, they are not complementary to China's economic structure, and their domestic emerging industries and pillar industries are vulnerable to the impact of Chinese products.
Li Youhuan and other experts have made five suggestions for enterprises: first, understand the relevant knowledge of WTO rules and trade remedy investigation.
Two, when encountering trade friction cases, we should actively respond to complaints, especially when responding to lawsuits.
Three, we must establish and improve the internal management mechanism.
We should standardize management in R & D, production, marketing, accounting and so on, and establish a sound financial accounting system and intellectual property protection system.
Four, we should strengthen industry self-discipline, maintain a good order of foreign trade, abide by business ethics and market rules, and actively resist low bidding and other disrupting export business order.
Five, we should gradually enhance our ability to adapt to the international market, keep abreast of changes in the foreign market environment, and strive to improve product quality and added value, adjust product mix and enhance competitiveness.
In the choice of export market, we should realize "product diversification" and "market diversification", and try our best to reduce and diversify risks.
At the same time, the government should also do well in coping with this problem.
Relevant departments should take the initiative to collect information through multiple channels, do information consulting and training for enterprises, and be good at adopting international trade rules to protect their own interests. They should give full attention to and make use of the right to reconsider, that is, according to the principle of WTO, they can raise objections to the unreasonable contents of technical barriers, and strive for the initiative and convenient conditions for the export of domestic enterprises.
At the same time, the government should carry out in-depth cooperation with intermediary organizations and enterprises in information collection and sharing, joint litigation, legal defense, fair trade training, and research projects in addition to carrying out multi-level diplomatic activities.
