Serving Small And Medium-Sized Enterprises, Polishing The "Gold Lettered Signboard"

Small and medium-sized enterprises are called "capillaries" of the national economy. Smooth economic "capillaries" are crucial to promoting high-quality development process. Since this year, with the continuous increase of national policies, the vitality and resilience of SMEs have become increasingly prominent. At present, how to further deepen the reform and further stimulate the potential and vitality of SMEs? Let's see the exclusive interview with Shan Zhongde, Vice Minister of the Ministry of Industry and Information Technology.

Wang Shuchang, a reporter from CCTV: At the beginning of this year, the Ministry of Industry and Information Technology, together with many departments, launched the SME service action of "benefiting enterprises together". The past June was also the SME service month. During this period, what work did the Ministry of Industry and Information Technology focus on?

Shan Zhongde, Vice Minister of the Ministry of Industry and Information Technology: We focus on the urgent problems of enterprises and the new development orientation of specialization, to achieve the "three precisions" of helping enterprises and benefiting enterprises. First, precision service. We have promoted the establishment of more than 1700 public service institutions for small and medium-sized enterprises at the national, provincial, municipal and county levels. The national service network for small and medium-sized enterprises is "one network", and the "end blocking points" for small and medium-sized enterprises are opened. The second is targeted assistance. We take the initiative to provide services, do practical things and solve problems for enterprises. For example, China Securities Regulatory Commission (CSRC) was jointly organized to carry out the "One Chain in One Month" investment and financing roadshow activity for small and medium-sized enterprises to promote enterprise equity financing. The third is accurate empowerment. The "one hundred ten thousand enterprises" financing and docking activities for large, small and medium-sized enterprises have effectively promoted the accelerated transfer of technological achievements to small and medium-sized enterprises. In the first five months of this year, the added value of industrial SMEs above designated size increased by 7.5% year-on-year, higher than that of large enterprises.

Wang Shuchang, a reporter from CCTV: How do you think to fully stimulate the endogenous power and innovation vitality of various business entities in the next step?

Shan Zhongde, Vice Minister of the Ministry of Industry and Information Technology: accelerate the digital transformation of SMEs. Explore "chain transformation" and "cluster transformation". The Ministry of Finance and the Ministry of Finance jointly carried out the identification of pilot cities for digital transformation of small and medium-sized enterprises, and planned to support 100 cities and 40000 small and medium-sized enterprises to achieve digital transformation within three years. Actively promote the financing and development of large, small and medium-sized enterprises. We will continue to deepen reform and support specialized and new enterprises to participate in the construction of key industrial chains and high-tech parks.

Shan Zhongde, Vice Minister of the Ministry of Industry and Information Technology, said that we should strengthen the cultivation of specialized, special and new enterprises and continue to polish the "golden signboard" of specialized, special and new enterprises. First, strengthen innovation leadership, encourage small and medium-sized enterprises to focus on specific areas, and practice "unique skills". Cooperate with the Ministry of Finance to implement a new round of financial support policy for high-quality development of specialized, special and new SMEs, and guide specialized, special and new SMEs to continue to increase innovation investment. The second is to strengthen talent support. The third is to strengthen gradient cultivation, develop a high-quality development evaluation index system for specialized and innovative SMEs, and improve the dynamic management mechanism of "entry and exit".
