Shaoxing Printing And Dyeing Industry Group Is Under Construction

A few days ago, Shaoxing Yichuan printing and Dyeing Group has carried out trial production. So far, five printing and dyeing groups, which are integrated by 32 printing and dyeing enterprises in Yuecheng District of Shaoxing City, have been put into production in the printing and dyeing gathering area of Keqiao Economic and Technological Development Zone, and another group is under construction. Shaoxing has taken the opportunity of upgrading the traditional manufacturing industry at the provincial level, and has made a major breakthrough in promoting the cross regional agglomeration of printing and dyeing industry.

Cross regional agglomeration promotes the high-quality development of the industry. In 2021, the added value of Shaoxing printing and dyeing industry will reach 21.71 billion yuan, an increase of 37.1% over the previous year. It is expected that the output value of Shaoxing printing and dyeing industry will increase by 10 billion yuan in 2022, which is expected to double the total scale, the average output value per mu and the average tax revenue per mu.

The printing and dyeing industry is the traditional pillar industry of Shaoxing, and its production capacity accounts for one third of the whole country. Over the years, due to the phenomenon of "low scattered" in the industry, the printing and dyeing industry has been plagued by high energy consumption, high cost and high pollution. This can be seen from a statistical data of Shaoxing in 2016: the textile industry above the designated size (the printing and dyeing industry accounts for the majority) consumed 38.3% of the comprehensive energy consumption and about 60% of the water for the manufacturing industry, but only contributed 23.9% of the added value of the above designated industries in the city.

How to revive the traditional industry? As the only comprehensive pilot project for the transformation and upgrading of traditional industries in the province, Shaoxing has explored a way of "integration agglomeration promotion". Keqiao has carried out several rounds of rectification. Through "integrating and gathering a batch, withdrawing and eliminating a batch, merging and reorganizing a batch", it has shut down 139 printing and dyeing enterprises, and gradually integrated 115 printing and dyeing enterprises scattered in 11 towns and streets in the whole district into 57, and gathered in Keqiao Economic and Technological Development Zone for "one park" management.

After gathering and upgrading, Keqiao's printing and dyeing industry has taken on a new look and its industrial benefits have been continuously improved. In 2018, Shaoxing stepped up the pace of upgrading the traditional industries, and proposed to cluster the printing and dyeing enterprises and chemical enterprises scattered in Yuecheng district to Keqiao district and Shangyu district respectively.

At first, such "industrial migration" was not supported by enterprises. "I don't understand. I don't want to move." At that time, the company has been engaged in the printing and dyeing industry in Yuecheng district for 40 years, and its annual orders are very stable. In order to dispel the concerns of enterprises, under the overall planning of Shaoxing Municipal Party committee and municipal government, Yuecheng district and Keqiao district quickly set up joint enterprise resident special classes, "one enterprise and one policy" to solve the difficulties and pain points of enterprises. Yuecheng economic and Information Bureau, Doumen street, Keqiao Economic Development Zone, Ma'an street, etc. sent staff to collect enterprise demands and solve practical difficulties. Finally, 32 printing and dyeing enterprises in Yuecheng district successfully integrated into five printing and dyeing groups and relocated to Keqiao District, with a total investment of more than 5 billion yuan.

Relocation is not translation, quality improvement is the goal. The newly established Zhejiang seven color rainbow printing and dyeing group took the opportunity of "changing cages for birds", eliminated backward equipment, purchased a batch of world-class printing and dyeing equipment, and officially launched the intelligent printing and dyeing platform. "On the premise of reducing labor costs and energy consumption by 20%, the production efficiency has increased by 30%." According to Zhang Yongxing, ERP system is also introduced in the new plant area, which can intervene the production situation of weaving workshop in real time, adjust the production plan dynamically, and analyze and trace the product quality in real time.

Cross regional agglomeration also promotes the low-end block economy to cluster. The reporter learned from Shaoxing Economic and information bureau that the concentration ratio of printing and dyeing industry in Shaoxing has increased from 65% to 80%. While the economic benefits are rising, the negative impact of the industry on the environment is becoming smaller and smaller. Through the construction of sewage treatment project in the printing and dyeing cluster area, the industry has realized centralized heating, centralized gas supply and centralized sewage discharge, saving nearly 20000 tons of standard coal every year. In 2021, the excellent weather rate of Shaoxing is 83.8%, and the water quality standard rate of 70 sections above the municipal level is 100%.

The improvement of industrial agglomeration has also made room for development. According to statistics, after the two major industries of printing and dyeing and chemical industry have passed "cross domain integration", more than 10000 mu of land has been vacated, and more than 4000 mu of land has been saved. The land to be vacated will be transformed and developed in accordance with the guidance of green, high-end, urbanization and internationalization industries, and further strengthen the integrated circuit and biological medicine industries. At present, Shaoxing's integrated circuit and biomedical industry has been listed in the provincial "ten thousand mu, one hundred billion" new industrial platform.
