Shaoxing Is In The Process Of Cleaning Up Pollution In Spring! Investigation On Several Printing And Dyeing Enterprises

Recently, the environmental law enforcement officers of Shaoxing city divided into seven groups to carry out cross law enforcement action of cutting and clearing pollution in Yuecheng district (Paojiang River) in spring. Up to now, 172 law enforcement personnel have been dispatched to the special operation, 56 enterprises have been inspected, 124 problems have been found, 11 enterprises have been registered and 44 enterprises have been rectified.

Case 1

On April 7, 2021, according to the clues of environmental violations found in the law enforcement inspection, a total of 8 setting machines in the No.1 factory area of a printing and dyeing company in Shaoxing City were installed with collecting covers at the outlets. After collection, all the waste gas was passed into the waste gas treatment facility of the No.5 setting machine, but the treatment facility was not in operation. Suspected abnormal operation of waste gas treatment facilities.

Case 2

On April 8, 2021, law enforcement officers conducted an on-site inspection on a printing and dyeing company in Shaoxing, located in Doumen Town, Yuecheng District, Shaoxing City. At the time of inspection, the finalizing machine of the company was in production, and the waste gas treatment facilities supporting the waste gas of the setting machine were in operation, but the electrostatic adsorption device in the waste gas treatment facility was not running, and the current and voltage of the electrostatic adsorption device was displayed as 0, Suspected abnormal operation of air pollution prevention and control facilities. Law enforcement officers filed the case on the same day for investigation.

The acts of the above-mentioned parties violate Article 20 of the law of the people's Republic of China on the prevention and control of air pollution, "it is prohibited to discharge air pollutants by means of evading supervision, such as illegally discharging, tampering with or falsifying monitoring data, temporarily stopping production for the purpose of evading on-site inspection, opening emergency discharge channels under non emergency circumstances, and abnormal operation of air pollution prevention and control facilities."

According to item 3 of Article 99 of the law of the people's Republic of China on the prevention and control of air pollution, "those who discharge air pollutants by means of evading supervision shall be ordered by the competent ecological and Environmental Department of the people's government at or above the county level to correct or restrict production or stop production for rectification, and shall also be fined not less than 100000 yuan but not more than one million yuan; If the circumstances are serious, it shall be reported to the people's government with the power of approval for approval and ordered to suspend business or close down.
