Methods for selection of patent awards of China Textile Industry Federation

general provisions

Article 1 These measures are formulated for the purpose of deeply implementing the innovation driven development strategy, giving full play to the role of intellectual property work in promoting the construction of a strong textile country, and commending the patentees and inventors who have made outstanding contributions to the technological innovation and technological progress of the textile industry.

Article 2 the patent awards of the China Textile Industry Federation shall be established by the China Textile Industry Federation. The selection and selection shall be carried out in accordance with the principles of openness, fairness and impartiality, and shall not be interfered by any organization or individual.

Article 3 the science and Technology Development Department of the China Textile Industry Federation is responsible for organizing and carrying out the daily work such as the declaration and selection of patent awards in the textile industry.

Chapter II award setting, evaluation index and weight

Article 4 the patent awards of China Textile Industry Federation include gold award, silver award and Excellence Award.

Article 5 the awarding of patent awards by the China Textile Industry Federation shall be comprehensively evaluated on the basis of the technical level of the patent applied for, its promoting effect on the technological progress of the industry and its economic and social benefits. The evaluation indexes and weights are as follows:

（1） Patent quality (25%). Evaluation: 1. Novelty, creativity and practicability; 2. Text quality.

（2） Advanced technology (25%). Evaluation: 1. Originality and importance; 2. Advantages and disadvantages compared with current similar technologies; 3. Universality of patent technology.

（3） Application and protection measures and effectiveness (35%). Evaluation: 1. Patent application and protection measures; 2. Economic benefits and market share.

（4） Social benefits and development prospects (15%). Evaluation: 1. Social benefits; 2. Industry influence; 3. Policy adaptability.

Chapter III declaration, evaluation and award

Article 6 the patent award of China Textile Industry Federation shall be selected once a year. Units or individuals that meet the requirements of application can apply to the Ministry of science and technology development of China Textile Industry Federation within the specified time.

Article 7 the following basic conditions shall be met in applying for patent awards in the textile industry:

（1） The state-owned, joint venture (controlled by the Chinese side), private enterprises or Chinese citizens with legal personality can apply for patent awards in textile industry;

（2） The applied patent must be the invention patent of textile industry authorized by the State Intellectual Property Office, excluding national defense patent and confidential patent;

（3） Patents have been implemented and achieved outstanding results;

（4） When applying, fill in the application form in accordance with the provisions, provide necessary certificates or evaluation materials, and the materials provided shall be complete, authentic and reliable;

（5） Where there is a dispute over intellectual property rights, the completion unit and the person completing the work, the application shall not be made before the dispute is settled.

Article 8 the science and Technology Development Department of the China Textile Industry Federation shall be responsible for the organization of the evaluation

（1） Review the form of application materials;

（2） Organize experts to conduct preliminary evaluation on the patents that meet the evaluation conditions, and put forward the list of pre prize winners. The preliminary evaluation form is online evaluation;

（3） Organize experts to reevaluate the pre award list, and determine the recommended award patents and their award levels;

（4） Publicize the patents proposed to be awarded on the industry website or media for 10 days;

（5） The patent without objection shall be submitted to China Textile Industry Federation for examination and approval;

（6） The patentees and inventors who have won the patent awards shall be awarded honorary titles and certificates of honor.

Chapter IV Management and supervision

Article 9 the selection and selection of patent award of China Textile Industry Federation is subject to social supervision. Any unit or individual who has objection to the selection and selection work may submit it in written form to the science and Technology Development Department of China Textile Industry Federation. If an individual raises an objection, he / she shall sign his / her real name on the objection materials. If he / she raises an objection in the name of the unit, he / she shall affix the official seal of the unit.

Article 10 in order to maintain the seriousness and authority of the selection and selection of patent awards in the textile industry, anyone who practices fraud shall be disqualified from the award winner, and the issued certificate shall be recovered. The unit and individual of the counterfeiter shall not declare for five years, and shall be published in the media.

Chapter V supplementary provisions

Article 11 These Measures shall be interpreted by the science and Technology Development Department of China Textile Industry Federation.

Article 12 these Measures shall be implemented as of the date of promulgation.
