On the occasion of the 2020 China International Trade in services Fair, on behalf of the Chinese government and people, and in my own name, I would like to extend a warm welcome to all the online and offline guests participating in this conference, and express my sincere greetings and best wishes to old and new friends from all over the world!

In the past few months, the Chinese people, together with the people of other countries, have supported and helped each other and made arduous efforts to fight the new pneumonia epidemic and the global challenges brought about by the epidemic. At present, the global epidemic situation has not been comprehensively controlled, and all countries are faced with the arduous task of fighting the epidemic situation, stabilizing the economy and ensuring the people's livelihood. Against this background, China has overcome many difficulties and held such a major international economic and trade event, which is to join hands with you to overcome difficulties, jointly promote the development and prosperity of global service trade and promote the recovery of the world economy as soon as possible.

China International Service Trade Fair is a national, international and comprehensive large-scale exhibition and trading platform specially built for service trade. Since 2012, it has been held for six times. The theme of this year's China International Service Trade Fair is "global service, mutual benefit and sharing". It is hoped that this opportunity will be taken to build a platform and bridge so that people from all over the world can fully demonstrate the new development and breakthrough in the field of service trade, and jointly enjoy the new technology and new achievements in the development and progress of human society. We look forward to in-depth exchanges and cooperation among the participants, so as to contribute wisdom and strength to deepening cooperation in service trade and investment and enhancing the vitality of economic and social development.

Today's world is undergoing a great change that has not happened in a century. The global epidemic of new crown pneumonia has accelerated the change of the situation. The economic globalization is facing the counter current, protectionism and unilateralism are rising, the world economy is in a downturn, and the international trade and investment are shrinking sharply, which brings unprecedented challenges and tests to human production and life.

At the same time, we should also see that, in recent years, a new round of scientific and technological revolution and industrial transformation has bred and risen, which has led to the strong rise of digital technology, promoted the deep integration of industries, and led to the vigorous development of service economy. During the global epidemic, telemedicine, online education, sharing platform, collaborative office, cross-border e-commerce and other services were widely used, which played an important role in promoting the economic stability of various countries and promoting international anti epidemic cooperation. Looking into the future, service industry opening and cooperation is increasingly becoming an important force to promote development.

I would like to take this opportunity to make three initiatives.

First, jointly create an open and inclusive cooperation environment. Throughout the history of the development of human society, the world economy prospers when it is open and declines when it is closed. Due to its unique characteristics of light assets and soft elements, the service industry needs an open, transparent, inclusive and non discriminatory industry development ecology. It also needs countries to reduce the "on the border" and "behind the border" barriers that restrict the flow of elements, and promote cross-border connectivity. China will unswervingly expand its opening up to the outside world, establish and improve the negative list management system of cross-border service trade, promote the construction of pilot open platform for innovative development of service trade, continue to relax market access of service industry, and actively expand the import of high-quality services. China will actively comply with the actual needs of service trade development, promote the coordination of service rules at multilateral and regional levels, continuously improve global economic governance, and promote inclusive growth of the world economy.

Second, we should jointly activate the energy of cooperation led by innovation. We should comply with the development trend of digitalization, networking and intellectualization, and work together to bridge the "digital divide" and boost the digitization process of service trade. China will expand export bases of characteristic services and develop new business forms and models of service trade. China is willing to work with other countries to strengthen macro policy coordination, speed up international cooperation in the digital field, increase the protection of intellectual property rights, actively promote the vigorous development of digital economy and sharing economy, and constantly revitalize the world economy.

Third, jointly create a mutually beneficial and win-win situation of cooperation. Under the background of economic globalization, the economies of all countries depend on each other and their interests blend unprecedentedly. All countries should strengthen the docking of service trade development, innovate cooperation methods, deepen cooperation fields, actively seek the greatest common divisor of development interests, and constantly enlarge the "cake". China will make full use of various platforms such as the China International Trade Fair for trade in services and China International Import Expo to promote the exchange of policies and experiences, establish and cultivate diversified partnerships among governments, international organizations, business associations and enterprises, support the establishment of a global service trade alliance, and constantly form more practical cooperation achievements, so that people of all countries can enjoy the growth of service trade achievements.

In order to give full play to Beijing's leading role in the opening up of China's service industry, we will support Beijing to build a comprehensive demonstration area for the expansion and opening of the national service industry, increase the efforts of first trial, and explore more replicable and generalizable experiences; We will establish a pilot free trade zone characterized by scientific and technological innovation, opening up of service industry and digital economy, build a high-level open platform for coordinated development of Beijing, Tianjin and Hebei, and promote the formation of a new pattern of reform and opening up at a higher level.
