In 2017, the student clothing quality evaluation special action was taken in the random sampling method of production enterprises and educational institutions. A total of 3038 batch of students' clothing products were inspected in 29 provinces (cities and autonomous regions) and 778 educational institutions in Hainan, Tibet, and 785 educational institutions.

Two. Analysis of quality assessment results

The quality assessment and monitoring are carried out in accordance with the enterprise's express standards. The overall qualification rate of the products is 85.91% in 2017 and 428 in batches. The main unqualified items include product identification, fiber content, light fastness, joint strength, moisture fastness, color fastness, rope and pH value.

Among them, the mandatory standard GB 18401-2010 "national textile product basic safety technical specification" requirements of safety indicators (pH value, color fastness to perspiration, water fastness, dry friction color fastness, etc.) failed 34 batches, pH value index failed the most, there are 21 batches, mainly due to inadequate washing or neutralization of student clothing.

Overall, the safety of student clothing products is basically guaranteed, especially the two important safety indicators of decomposable carcinogenic aromatic amine dyes and formaldehyde.

There are two characteristics in the provinces with higher quality passing rate of student clothing products: first, the scale of enterprises is relatively large, and the production processes of students' clothing are relatively mature, scale, automation and branding are high. From the national perspective, the 171 batch of student clothing sampling rates of 95.91% medium scale student clothing production enterprises are 95.91%, higher than the average pass rate of 85.91%, such as Tianjin, Shanghai and Zhejiang; two, the work of student service has received the attention and support of the local government, and the division of responsibilities between quality supervision and education departments has been clearly identified, and the supervision and management efforts have been closely coordinated, and the supervision funds have been financially guaranteed, such as Anhui, Ningxia, Qinghai and other places.

Three, related suggestions

(1) in view of the problems found in the special evaluation of quality assessment, the quality supervision institutions in all parts of the country should do a good job in the post processing work according to the regulations of the PRC on the quality control of domestic products and the supervision and management measures for the quality of fiber products.

(two) educational institutions should have a certain understanding of their quality assurance ability when choosing a student clothing production enterprise, whether they have established a perfect raw material procurement acceptance system, an effective quality assurance system and a marking system; when purchasing school uniform, they must include the quality requirements of the products in the contract, such as the implementation of standards, product grades, safety categories, fiber components and other technical indicators, so as to facilitate the inspection of goods.

We should do a good job in checking and recording the students' clothing, check whether the labels are complete and accurate, and prove the quality of the manufacturers or suppliers.
