3. the automatic registration system is applied to the production enterprises in the special economic zones to apply for the right to import and export their own business.

A production enterprise whose registered capital is more than 2 million yuan and has been put into production can apply for registration with the competent department of foreign trade and economic cooperation. The competent department of foreign trade and economic cooperation shall, within 15 working days, register the qualified production enterprises, that is, the right to import and export business for the export of self-produced products and the necessary machinery and equipment for import production and raw and auxiliary materials.

In the process of applying for the right of import and export, the production enterprise is not satisfied with the decision of the competent foreign trade department, and may apply for reconsideration to the Ministry of foreign trade and economic cooperation according to the Administrative Reconsideration Regulations.
