Yangzhou: The "Three Guarantees" Of New Shoes Are Officially Implemented Today

From today on, when people buy shoes, they will be able to implement the newly promulgated "Yangzhou footwear consumption dispute resolution method". This measure is not only the revision and improvement of the "Three Guarantees provisions of Yangzhou footwear commodities" issued in 1994, but also the only three guarantee provisions in which the measures of consumer protection and relief are included. In recent years, the consumption disputes of footwear products have gradually become the hot spot of consumers' complaints. Last year, consumer associations at all levels in our city accepted 3843 complaints from consumers, of which department stores ranked first, accounting for 41.8% of the total complaints. In general merchandise complaints, clothing, shoes and hats complaints accounted for 472, an increase of 39.5% over 2006, ranking first among all kinds of complaints. In the case of no special "Three Guarantees" for footwear products in the state, our city formulated the "Three Guarantees" for shoes in 1994. However, with the passage of time and the change of consumption situation, the "Three Guarantees" regulations can not solve the consumption disputes existing in the current shoe goods consumption market. The newly revised "Three Guarantees" of shoes specify that full refund can be made within 7 days, goods can be exchanged within 15 days, the repair can not exceed 30 days, and the shoes can be returned and exchanged if they are not repaired twice. The comprehensive terms will be more conducive to the settlement of footwear consumption disputes. In addition, the measures also include provisions on the measures to protect the rights and interests of consumers. The consumers' Association shall, at the request of consumers, provide consumers with assistance in safeguarding their rights and interests, including providing legal advice, helping to investigate and collect evidence, recommending litigation lawyers, organizing personnel to study and demonstrate, and using funds to advance or pay for the expenses of investigation, evidence collection, inspection, appraisal, arbitration or litigation.
