Lanxi: Experience Of Industrial Transformation And Upgrading Is Affirmed

It is understood that from 2007 to date, 205 technical transformation projects in Lanxi were selected for the "double thousand projects", of which 53 were included in the provincial key technical transformation projects. The number of selected "double thousand projects" and provincial key technical renovation projects ranked first in all counties and cities for 5 years. High quality technology transformation projects frequently landed, so that Lanxi's economy has maintained a good momentum of sustained and rapid development for 5 consecutive years. In the first half of this year, 5 major economic indicators, such as above scale industrial output value, new product output value, industrial tax, industrial input and profits tax, were increased in Lanxi, except for an increase of over 30%, and other growth rates were over 50%. Mao Guanglie, vice governor of Lanxi, made instructions to draw lessons from the experience of transformation and upgrading of the region.

Lanxi is the first county in the country to realize shuttling free textile industry. The city, through a vigorous tilt policy, has encouraged the cluster enterprises to upgrade their products from low-end to functional fabrics and high grade yarns. The textile industry cluster has maintained a two digit rapid growth momentum in the face of the international financial crisis, and has rapidly emerged. Lanxi has been listed as the second batch of block economy to the modern industrial cluster transformation and upgrading demonstration area by the provincial government, and is named "China's textile industry base city" by the China Textile Industry Association.

Lanxi aims at 24 key development directions and 184 technology, equipment and product development priorities, and has formulated seven revitalization plans for medicine, equipment manufacturing, machinery and so on. It has improved a series of related policies such as "promoting industrial economic transformation and upgrading" and "accelerating the implementation of scientific and technological innovation" and so on. It encourages enterprises to go out, come in, take strong joint alliances, and cooperate with industry, University and research institutes. International famous brands such as Shengli yacht and German Kazakhstan PVD project have settled new industries, which have injected fresh blood into Lanxi industry; Blaupunkt machinery, Ali machinery, Wancheng electromechanical products and other leading domestic equipment products have been listed and occupied the market, laying a solid foundation for Lanxi's equipment manufacturing industry to develop again; the electronic information, biomedicine, new materials, energy saving and environmental protection industries are catching up with each other, creating a strong atmosphere to seize the commanding heights of industries and products.

"With the help of lending funds, Lanxi has already solved nearly 1 billion 100 million yuan of funds for a number of enterprises in more than two years." Tao Zengqiu, deputy director of Lanxi economic and Trade Bureau, said, "enterprise service year" and "project promotion year" are two activities that Lanxi is pushing forward every year. To this end, the city specially sent 6 working groups to solve the needs of enterprises one by one, and selected 112 retired second-class party members and cadres who understand economic work as corporate instructors, providing zero distance services for key technological transformation enterprises. Lanxi has also set up a working mechanism for "a leader, a department to link up a key technological transformation project", and a sales code system to solve the problems and problems that are solved, so as to effectively help enterprises to tackle tough problems.
