China's imports of high-end consumer goods have also accounted for second of the world's imports. Under this background, why should the import tariff of high-end consumer goods be reduced?

    "The tariff level of medium and high grade commodities in China is still relatively high."

    Ma Yu, a researcher at the Ministry of Commerce, said that this is related to China's past trade policy.

    "The past thinking is that the import of consumer goods is not beneficial to the domestic industry and domestic industry, while semi manufactured goods and high-tech products are good for domestic production.

    Therefore, in the import management, the tariffs on goods in the areas of production, high technology, equipment and other industries are relatively low, while the tariffs on consumer goods, especially high-end consumer goods and luxury goods, have been relatively high.


    The direct result of higher tariffs is that the prices of some products vary greatly. The survey by the Ministry of Commerce shows that 20 kinds of high-end consumer goods, such as watches, bags, clothing, wine and electronic products, are 20 higher than those in Hongkong, which is 45% higher than that in the United States, 51% higher than that in the United States, and 72% higher than that in France.


    This has spawned an upsurge of overseas consumption and purchasing. In recent years, this phenomenon has become increasingly prominent.

    According to a report released recently by the World Luxury Association, the total consumption of China's luxury goods market has reached US $10 billion 700 million from the beginning of February 2010 to the end of March 2011, while almost all Chinese purchases of luxury goods in the European market for nearly the same period totaled nearly $50 billion, which is 4 times the domestic market.

    The resulting tax loss is quite impressive.


    Not only that, Yao Jian pointed out that so many Chinese overseas tourists brought goods back to customs statistics, which in fact led to an underestimate of the size of China's imports of tens of billions of dollars, and it will also affect the judgement of trade balance.


    In addition, Yao Jian also said that with the improvement of the domestic consumption level, the luxury goods that were previously considered only became consumer goods now, so the formulation and system of policies are also facing challenges.


    However, there are different opinions on this. Mei Xin Yu, a researcher at the Ministry of Commerce, said that unilaterally talking about reducing the import tariff of high-end consumer goods, there is a danger of shortsightedness and partial interests abduction.


     

    What does lowering tariffs mean?


    "The most direct result of lowering tariffs is to bring some overseas consumption back to China, which is beneficial to expanding domestic consumption and stimulating employment and services."

    Ma Yu said.


    The Chinese government has formulated policies to expand domestic demand and expand imports, and to reduce the price of medium and high grade consumer goods is also considered as one of the measures.


    However, Ma Yu also said that apart from these surface factors, the importance of tariff reduction for high-end consumer goods is reflected in the changes in the basic points of China's trade policy.

    "China's trade policy begins to put consumers' interests first, instead of paying much attention to the interests of enterprises."

    Ma Yu said that this also reflects the change of government's governing concept.

    At the same time, this is also a manifestation of the growth of our enterprises. "This is an inevitable choice for the development stage."

    Ma Yu said, "our enterprises have gone through a period of childishness, and have passed the stage of high tariff and other barriers Protection. At present, the productive capacity of various industries in China has been very strong. At this time, trade policy should not be protected, but should be open. It is fair competition in an open environment. Only in this way can China's high-grade products come out, otherwise, it can only be wandering in the middle and low levels."

    What else do we do besides tariff reduction?


    It is not enough to reduce prices and enrich consumers' goods.


    Earlier, Yao Jian analysis indicated that the price difference between some commodities at home and abroad is relatively large. The reason is that the comprehensive import tax rate of some brands in China is relatively high. There are differences in the distribution system and pricing system of multinational companies. The types of domestic brand goods are relatively small, and consumers' choice is also relatively small. This is also the reason why foreign brands should also give a fair and reasonable price positioning to the Chinese market.


    In the view of minister of Commerce Chen Deming, "our own national brand, high-end consumer goods brand can not meet the needs" is also one of the reasons.


    Chen Deming said that in the import and price of consumer goods to make it return to a more correct level, we should do several things: first, we must cultivate the main body of market competition, including cultivating high-grade and excellent consumer goods brands in China; second, we should improve the construction of logistics distribution system; third, pform and innovate the retail mode; especially large department stores and retail enterprises, we should improve the products of agents and foreign trade to domestic products.

    In addition, we must create a fair and orderly competitive environment, lighten the burden of the departments, lighten the burden of the retail enterprises, and give corresponding preferential policies.


    In addition, the relevant experts also said that at present, some people in our country have blind irrational factors for the consumption of medium and high grade goods, especially luxury goods, and it is also necessary to strengthen the guidance of consumption viewpoint.
