A few days ago, the European Commission issued a warning that the children's clothing with strings or girdle sold in the EU market had some security risks, and the Consumer Product Safety Commission of the United States made a number of children's tops such as the neck as a major risk product.

Children's clothing is an important export commodity in our city. Reporters learned from the Ningbo inspection and quarantine bureau that in 2010, Ningbo inspected 14268 batches of infant clothing and children's clothing, amounting to $244 million, up 24.11% and 40.23% respectively over the same period.

With the increase of safety requirements for children's clothing in developed countries such as Europe and the United States, the quality incidents of children's clothing exported to our city frequently appear, which sounded the alarm for enterprises.

No spot checks

Not long ago, a group of 4000 boys exported to Spain made a cotton production in a company in our city.

Since last year, the Ningbo inspection and Quarantine Bureau has conducted spot checks on the export of infant knitted garments and children's clothing products in Ningbo area. 200 batches of samples were sampled, and 94 batches of unqualified samples were detected, with an unqualified rate of 47%.

More than 60% of the unqualified products refer to the more serious quality problems in the overseas notification recall cases, including rope, small parts, and physical and chemical safety problems such as phthalate two formate, formaldehyde and color fastness.

In addition, the main problems of children's wear in Ningbo are unqualified, unqualified fiber components, poor sewing, poor finishing and irregular specifications.

Related enterprises should deal with fatigue

Although foreign technical barriers and safety requirements continue to improve, the relevant enterprises in our city should be weak.

In Europe and the United States, children's clothing is widely used as a "children's product" for supervision. The relevant products and technology regulations emerge in an endless stream, and the three elements of the textile, clothing, industry, "people, equipment and management" are generally inadequate.

According to the survey of Yinzhou, a major textile producing area in Ningbo, nearly 60% enterprises have no design and qualification for incoming samples. Only 35% of enterprises have the ability to carry out testing and other automatic control, and most of them can only carry out preliminary control of simple items such as color fastness and shrinkage.

Timely adjustment of regulatory measures

In view of the new demands of the developed countries, how can Ningbo enterprises defend the export market of children's clothing that is hard to occupy and further consolidate their development? Professionals believe that the departments concerned should first strengthen the supervision of the export of children's clothing, and list them as "toys for children" such as toys, rather than just "clothing" categories, and timely adjust the regulatory measures according to the situation at home and abroad.

Secondly, we should introduce risk management mechanism, gradually explore the establishment of regulatory mechanisms like toys and other products, implement licensing or audit system for children's clothing export enterprises, ensure the necessary process control capability of contract design review and development, and guide enterprises to establish the management system of key raw materials and accessories.

Thirdly, we should intensify the promotion and implementation of standards, and deepen the research and formulation of relevant standards in physical and chemical safety performance of children's clothing.
