Promoting Consultative Democracy, Innovation And Development Of CPPCC

In from July 27th to 29th, the CPPCC Chairman's reading conference was held in Taizhou.

The meeting thoroughly studied the spirit of the 17th plenary session of the 17th CPC National Congress and the seven plenary session of the twelve session of the provincial Party committee, listened to the report of governor Lv Zushan on the economic and social development of our province, and Yu Keping, deputy director of the Central Compilation and Translation Bureau, gave lectures on scientific development and democracy and people's livelihood, and lectures of experts from the Provincial Academy of social sciences on traditional Chinese speech and admonition culture, exchanging experiences and learning experiences.

Zhou Guofu pointed out that the practice of deliberative democracy is an important manifestation and unique style of the CPPCC's performance.

CPPCC deliberative democracy is the inheritance and development of the beneficial factors of Chinese traditional political culture. It is a critique and reference to the theory and practice of deliberative democracy in the West. It is the product of the integration of Marx's united front theory, party theory and democratic political theory with concrete practice of China. It is one of the two important forms of socialist democracy with Chinese characteristics, and is the main channel and the highest form of deliberative democracy in China.

Promoting the deliberative democracy of the CPPCC is a long-term and important task of the CPPCC organizations at all levels.

Zhou Guofu pointed out that at present, China is pforming from a survival oriented society to a developing society, and the CPPCC's consultative democracy is facing new tasks and new tasks. It is necessary to give full play to its cohesive function, promote scientific development, give play to the functions of coordination and unity, promote social harmony, give full play to the functions of political integration, consolidate the ruling foundation of the party, give full play to the channels of public opinion and expand people's democracy.

Zhou Guofu stressed that developing the CPPCC deliberative democracy in our province should take the spirit of the CPPCC work conference as the starting point and take the development of socialist democratic politics and the construction of socialist political civilization as the focal point. In order to enhance the scientific, institutionalized, standardized and procedural level of the CPPCC, we should take "putting political consultation into the decision-making process" as the starting point.

We must adhere to the principles of politics, correctly grasp the direction of deliberative democracy, adhere to the principles of standardization, strive to promote the construction of consultative democracy, adhere to the principle of openness, expand the scope of deliberative democracy, adhere to the principle of effectiveness, enhance the level of deliberative democracy, adhere to the principle of equality, strive to optimize the atmosphere of deliberative democracy, and constantly create a new "Zhejiang experience" of CPPCC's deliberative democracy.
