2010 The State Council Approved The Implementation Of The Yangtze River Delta Regional Planning.

Recently, the State Council formally approved the implementation of the "Yangtze River Delta regional planning" (hereinafter referred to as the "planning"), which is a major decision and implementation plan for implementing the State Council's Guiding Opinions on further promoting the reform and opening up and economic and social development in the Yangtze River Delta (2008 [30]), and further enhancing the overall strength and international competitiveness of the Yangtze River Delta region. It is another important measure for the in-depth implementation of the overall strategy for regional development and the steady and rapid development of the national economy.

The Yangtze River Delta includes Shanghai, Jiangsu and Zhejiang, with an area of 210 thousand and 700 square kilometers. The region has excellent geographical location, excellent natural endowments, strong economic foundation, perfect system, complete urban system, and well-developed science and education culture. It has become one of the regions with the best foundation, the best system environment and the strongest competitiveness in the whole country. It has a very important strategic position in the overall situation of our socialist modernization. At present, the Yangtze River Delta region is faced with heavy tasks of improving its capability of independent innovation, alleviating the constraints of resources and environment, and pushing ahead with reform and tackling key problems. It is in a critical period of transformation and upgrading. The implementation of the plan is conducive to further eliminating the impact of the international financial crisis in the region, speeding up the transformation of development mode, constantly improving the level of development, and promoting the sound and rapid development of the Yangtze River Basin and even the whole country.

The plan requires that the Yangtze River Delta should hold high the great banner of socialism with Chinese characteristics and carry out the Scientific Outlook on Development with the guidance of Deng Xiaoping theory and the important thought of "Three Represents", further emancipate the mind, persist in reform and opening up, strive to promote the strategic readjustment of the economic structure, focus on enhancing the ability of independent innovation, strive to promote the coordinated development of urban and rural areas, strive to improve the level of resource conservation and environmental protection, strive to promote social harmony, take the lead in the scientific development, harmonious development, take the lead in development and integrated development, and strive to build into a demonstration zone of Scientific Outlook on Development, a leading area for reform and innovation, a leading area for the modernization drive, and a pilot area for international development, making greater contributions to building a well-off society in an all-round way and realizing modernization in China.

The plan puts forward the development direction and key tasks of eight aspects: urban development and urban and rural co-ordination, industrial development and layout, independent innovation and innovative regional construction, infrastructure construction and layout, resource utilization and ecological environmental protection, social undertakings and public services, institutional reform and institutional innovation, opening up and cooperation, and clear policies and measures for ensuring the implementation of the plan.

In the "reply", the State Council emphasized that the people's Government of Shanghai, Jiangsu and Zhejiang should strengthen the organizational leadership of the implementation of the plan, formulate and implement the plan, improve the working mechanism, carry out the responsibilities of the work, and speed up the related work.
