Xu Fengxian: the central government will definitely set up supporting policies for the difficulties faced by small and medium-sized enterprises. But specifically, private lending is helpful to the financing of small and medium-sized enterprises. At present, many financial professionals and scholars have called for the expansion of the scale of private lending. The central government has yet to make a final decision, but it should be relaxed in the future. As for increasing the proportion of export value-added tax return and strengthening tax reduction, enterprises in Guangdong area may hardly enjoy special preferential policies, because we have joined the WTO and should be operated according to the provisions of WTO.

According to the regulations of WTO, Guangdong is a developed area. It is generally not possible to enjoy the above preferential treatment as the less developed areas of the central and western regions.

This concept has been put forward for a long time, and the central government has also promulgated policies. If the products of small and medium-sized enterprises meet the development direction of industrial policy, the policy will tilt it.
