Industrial Upgrading: Zhejiang Digital Intelligent Transformation Promotes The Construction Of Advanced Manufacturing Clusters
The Third Plenary Session of the 20th Central Committee of the Communist Party of China proposed to accelerate new industrialization and promote high-end, intelligent and green development of manufacturing industry. Zhejiang focuses on the transformation of digital intelligence, vigorously builds advanced manufacturing clusters, and promotes high-quality economic development.
Textile and clothing is a traditional competitive industry in Zhejiang, with 3 industrial clusters of more than 100 billion yuan and more than 20 industrial clusters of more than 10 billion yuan. With the further expansion of enterprise sales to the network, the traditional production mode has failed to keep up with the new requirements of small batch and fast pace.

At the Third Plenary Session of the 20th CPC Central Committee, it was proposed to "support enterprises to use digital intelligence technology and green technology to transform and upgrade traditional industries". In Zhejiang, the output value of traditional industries accounts for more than 60% of the total, making up the weak points, so that traditional industries can also enter the "fast lane" of high-quality development. This year, Zhejiang proposed that the digital transformation of industrial enterprises above designated size should basically achieve full coverage, and more efforts should be made to promote digital and intelligent transformation of manufacturing industry.
Zhan Jiaxiang, Deputy Director of the Department of Economy and Information Technology of Zhejiang Province: This year, we will increase our efforts and support policies. It has launched key sub industries and fully covered the digitalization of small and medium-sized enterprises to reduce costs and increase efficiency for enterprises and promote the development of enterprises towards high-quality development.
Taking the textile and clothing industry as an example, Zhejiang has introduced 12 measures to promote the typical scenarios and solutions of chemical fiber, printing and dyeing, clothing and other sub industries for many industrial fields; According to the characteristics of industrial cluster distribution, we will arrange a group of "one-stop" service providers for intelligent transformation; In view of the unbalanced digital and intellectual transformation of leading enterprises and small and medium-sized enterprises, we will promote "chain owners" to open up digital resources and drive the joint transformation of upstream and downstream enterprises. After the transformation of this clothing enterprise in Ningbo, its production capacity has increased by 50%, and data connection and sharing from front-end sales to back-end production have also been realized.

As of November this year, Zhejiang has completed more than 55000 digital transformation enterprises, and built professional industrial Internet platforms for 45 sub industries such as textile and clothing, auto parts, etc. In the first three quarters of this year, Zhejiang's GDP reached 6261.8 billion yuan, up 5.4% year on year, and the added value of industries above designated size increased 7.8% year on year. Among them, automobile, textile and other industries increased 20.2% and 10.6% respectively, forming eight national advanced manufacturing clusters, including modern textile and clothing around Hangzhou Bay, and industrial machinery in eastern Zhejiang.
