In 2023, there will be 28 cotton varieties planted in the whole region, vigorously promoting production technologies such as "dry sowing and wet production", drip and salt drainage, precision sowing, and chemical control of seedlings, as well as the "wide, early and excellent" cultivation model, laying a solid foundation for high-quality and high-yield cotton.

The region focused on optimizing the distribution of cotton processing capacity to promote the development of the textile and clothing industry, focused on controlling the increase and reducing the stock, suspended the filing of new cotton processing production lines, and guided inefficient and ineffective "zombie enterprises" to withdraw from cotton business activities in accordance with laws and regulations. In combination with the structural adjustment of county (city) planting industry, under the premise of not increasing new processing capacity, actively guide the relocation of cotton processing production lines from areas with excess capacity to areas with insufficient capacity. Totally 5 enterprises and 7 production lines have been relocated, and 3 enterprises and 3 production lines are being relocated, gradually forming a echelon optimized layout of cotton processing production lines.

The region continued to strengthen the coordination and linkage of various departments, carried out in-depth investigation and rectification of hidden dangers in production safety in enterprises, and resolutely curbed the occurrence of fire and other production safety accidents. It is strictly prohibited to purchase, stack and process cotton with mixed varieties and grades to improve the cotton processing quality. Open the channels for complaints against cotton farmers' interests, guide enterprises to operate in good faith according to law, and persist in stopping and cracking down on illegal and illegal behaviors such as "non pricing purchase", "white stripe" and "cotton spinning", falsely issuing invoices to obtain subsidies, misappropriating and using barcodes, and randomly changing information platform data, so as to ensure the orderly operation of the cotton market.

At the same time, the region guides all cotton planting counties (cities) to widely publicize the "Open Letter to Cotton Farmers" and "Open Letter to Cotton Processing Enterprises" through TV, Internet and other media platforms, strengthen the publicity of the national cotton target price policy, timely cash the cotton target price subsidy, and ensure the income of cotton farmers. We will fully implement the cotton quality subsidy policy, improve the quality traceability system, and further promote the linkage between cotton subsidies and quality, so as to achieve better cotton and better subsidies, and improve the competitiveness of the cotton industry. At present, subsidies have been granted to 2945 farmers whose cotton planting area exceeds 300 mu in 2023 and meets the quality subsidy standard.

The latest statistical data shows that in 2023, the region will purchase 3.2018 million tons of seed cotton and process 1.1906 million tons of lint cotton, and the total cotton output will rank among the top in Xinjiang.
