It is reported that there are 166 enterprises in Xiajin textile and clothing industry cluster, including 2 national pilot enterprises for digital transformation, 1 national enterprise for integration of industrialization and industrialization, 13 provincial specialized and new enterprises, 7 "Morningstar factories", and 28 innovative SMEs.

Zhao Zhida said that in recent years, Xiajin County has cultivated its endowment advantages, seized the development opportunities, strengthened the factor guarantee, and constantly expanded, optimized and strengthened the pillar industry of textile and clothing to create a modern industrial cluster with important influence in the province and the country.

First, highlight policy guidance. In combination with the national, provincial and municipal policy spirit and industrial planning, policies such as the Implementation Opinions on Accelerating the Construction of New Industrialized Strong County, 20 Opinions on Science and Technology Leading, Smart Empowerment and Supporting the Development of Industrial Clusters, and the Incentive Measures for Talent Science and Technology Work have been formulated to guide enterprises to increase their efforts in scientific and technological innovation, technological transformation, smart empowerment, talent training, etc, The cotton textile industry in the county has invested more than 3.5 billion yuan in technological transformation every year.

Second, strengthen technology empowerment. The government, as a media, has brought in experts from Donghua University, Jiangnan University, Southwest University and other universities to bridge the cooperation between the institute and the enterprise. It has built a domestic advanced textile product R&D and testing center, developed more than 100 new products and applied for more than 30 national patents. With the support of industrial Internet and the acceleration of industrial digital transformation, Xiajin County was selected as one of the first DCMM pilot counties and "Morningstar Factory" pilot counties in the province.

Third, optimize the platform carrier. Focus on building "one park, one platform and two bases", and build a green and low-carbon circular development model for the textile industry. "One Park" is a modern textile industrial park jointly built by industry associations, colleges and universities, provinces, cities and counties; "One Platform" is a digital economy headquarters platform for Shandong textile industry jointly built by China Textile Industry Federation, Shandong Textile and Clothing Association, the municipal textile and clothing industry chain, the county people's government and third-party enterprises. The "two bases" are respectively a green textile new material industrial base led by Hongtai Dingxin Material, and a functional and differentiated new yarn manufacturing base led by Renhe Textile. In 2023, Xiajin's new textile industry cluster will be selected as the provincial characteristic industry cluster and the municipal leading industry cluster, and Xiajin County will be rated as the pilot county of China's textile industry cluster.
