　　 A few days ago, the Ministry of Human Resources and Social Security, the Ministry of Education, the Ministry of Science and Technology, the Ministry of Industry and Information Technology, the Ministry of Civil Affairs, the Ministry of Finance, the Ministry of Commerce, the State owned Assets Supervision and Administration Commission of the State Council, the Central Committee of the Communist Youth League, the All China Federation of Industry and Commerce and other ten departments issued the Notice on Further Promoting the Implementation of the Recruitment Plan for One Million Employment Internship Positions, and decided to continue to implement the recruitment plan for one million employment internships, Help college graduates and other young people improve their employability.

　　 The Notice proposes to focus on unemployed college graduates and unemployed youth aged 16-24 within two years after leaving school, and raise no less than 1 million employment internships throughout the year, so as to ensure that college graduates and other young people who have the intention of internships can get internships.

　　 The Notice requires to improve the quality of post recruitment. In accordance with the principle of diversified fundraising and equal emphasis on quantity and quality, we will focus on developing a number of scientific research internships for research universities, research institutes and scientific and technological enterprises undertaking scientific and technological projects; Develop a number of technical skills internships for leading manufacturing enterprises, single champion enterprises, specialized and new "little giant" enterprises and technical colleges; Develop a number of management internships for public institutions, state-owned enterprises, small and medium-sized micro enterprises; For urban and rural community organizations, community service institutions, grass-roots service platforms and various social organizations, we will develop a number of social service internships to meet the diverse internship needs of college graduates and other young people, and give better play to their strengths. On this basis, we will carefully select a number of exemplary high-quality internships at a proportion of no less than 1%, and launch them in a centralized package to enhance the attraction of internships.

　　 The Notice encourages the trainee units to actively retain the personnel who have completed the probation period. If they are formally employed by the trainee units during or after the probation period, the trainee units shall timely sign labor contracts with college graduates and pay social insurance. Provide follow-up employment assistance to those who are not retained after probation, and continue to provide job information, career guidance and other services to those who are willing to work; For those with entrepreneurial needs, actively provide "one-stop" services such as project development, financing support, site convenience and tracking support; For those who need to improve their skills, we recommend targeted vocational training programs to promote employment and entrepreneurship as soon as possible.

　　 As for the support policy, the Notice clearly stated that the employment internship subsidies should be given to the units that accept employment internships according to the regulations, which are used to pay the basic living expenses of interns during their internship, to handle personal accident insurance for interns, and to guide and manage interns. Places or trainee units with conditions can purchase commercial medical insurance for trainees to improve the level of trainee security. Appropriately increase the internship subsidy standard for the internship units whose retention rate reaches more than 50% after the probation period. For those who sign labor contracts with interns before the end of their probation period, the probation subsidy policy will be extended to the end of 2023.

　　 In terms of tax support, the expenses related to internship subsidies paid by interns are not included in the social insurance payment base. Expenditures that comply with tax laws and relevant provisions may be deducted when calculating the taxable income of enterprise income tax.

　　 On May 16, Fu Linghui, spokesman of the National Bureau of Statistics and director of the Department of Comprehensive Statistics of the National Economy, said that the structural problem of employment is still prominent. This year, the number of college graduates reached a new high, and the unemployment rate of young people is still high. In April, the urban unemployment rate of 16-24 year old labor force was 20.4%, which continued to rise.
