　　 Recently, the Guiding Opinions on Promoting the Improvement of Enterprises' Measurement Capability (hereinafter referred to as the Guiding Opinions) jointly issued by the State Administration of Market Supervision and the Ministry of Industry and Information Technology proposed to actively cultivate enterprises' measurement innovation capability, encourage enterprises to focus on the demand for measurement innovation in key areas, and focus on basic frontier and common key measurement technology innovation and research, Strive to achieve new breakthroughs and new achievements in the measurement technology bottleneck supporting the operation of the industrial chain, and promote the independent control of core technologies and the transformation and application of core achievements.

　　 Measurement is an important national quality infrastructure and an important foundation for supporting enterprises to improve product quality, improve production efficiency and achieve independent innovation. The State Administration of Market Supervision said that in recent years, with the accelerated process of digitalization, networking and intellectualization of enterprises, there are still outstanding problems such as insufficient recognition of the importance of measurement in supporting enterprise transformation and upgrading and high-quality development, mismatch between technical capabilities and development needs, and "scattered but not strong" innovation capabilities.

　　 The Guiding Opinions proposed that by 2025, enterprises' measurement awareness will be significantly enhanced, measurement activities will be more standardized, measurement capabilities will be significantly improved, measurement policy environment will continue to improve, and the basic role of high-quality development of measurement service enterprises will be more prominent. By 2035, enterprise measurement awareness will be deeply rooted in the hearts of the people, measurement activities will be more efficient, measurement capabilities will be comprehensively improved, measurement policy environment will be continuously optimized, and measurement will become an important engine to promote enterprise transformation and upgrading, quality and efficiency improvement, and innovative development.

　　 The Guiding Opinions clearly defined the objectives of improving enterprise measurement awareness, standardizing measurement activities, improving measurement capability, and optimizing measurement policy environment, and proposed 13 key tasks. In terms of strengthening the main position of enterprise measurement capacity construction, it is clear that enterprises should comprehensively strengthen measurement management, reasonably allocate and apply measurement resources, and actively cultivate enterprise measurement innovation capacity; In terms of supporting services for improving the measurement capability of enterprises, measurement technology institutions at all levels and the National Industrial Measurement and Testing Center are required to increase support for enterprise measurement technology innovation and improve the level of enterprise measurement technology services; In terms of optimizing the policy environment for improving the measurement capability of enterprises, it is necessary to constantly improve the system of enterprise measurement policies and regulations, deepen the reform of enterprise measurement "decentralization, management and service", and optimize the policy environment for enterprise measurement development.
