Top 100 Counties In China: 8 Counties With Textile Industry Characteristics

On July 20, 2022 research on China's top 100 county economy (hereinafter referred to as the "report") was officially released at the 2022 county economic innovation and Development Forum.

This is one of the most authoritative ranking lists in China's County Economic Research, and often becomes an important reference list to measure regional economy. This list is not simply based on GDP. It mainly considers four indicators: economic strength, growth potential, wealth and green level.

County connecting urban and rural markets is the supporting force to consolidate and expand the achievements of poverty alleviation, realize the comprehensive revitalization of rural areas, and promote new urbanization. The country is vigorously promoting the urbanization construction with county as an important carrier. County economy is the vitality and potential of textile industry in the future. It is worth noting that there are 8 textile industries in Yicang, Changshu and Zhangjiang. In 43 counties with GDP over 100 billion, most of them regard textile and garment industry as the pillar industry of economic development. This is enough to prove that China's textile industry has made great contributions to local employment stability, people's livelihood and consumption promotion by relying on county economy to develop industrial clusters and serve rural revitalization.

The report shows that the GDP of counties in China will grow by 1.6 times from 2011 to 2020, from 24.1 trillion yuan to 39.2 trillion yuan, accounting for more than 38% of the national GDP. In 2021, the top 100 counties, with less than 2% of the country's land and 7% of the population, create 9.94% of the country's GDP, and account for less than 3% of the county's land and 11% of the population, creating about 1 / 4 of the county's GDP. The number of "100 billion counties" is also constantly breaking through, increasing from 5 in 2011 to 43 in 2021.

According to the report, six typical development models have been formed in "100 billion counties" based on the high-quality development clusters and urban agglomerations of county economy. One is the innovation driven leading mode of the Yangtze River Delta urban agglomeration represented by Kunshan City, Jiangyin City, Cixi City and Yiwu City.

The second is the leading mode driven by industrial clusters of coastal urban agglomeration in Guangdong, Fujian and Zhejiang, represented by Jinjiang City, which mainly develops sports goods, textiles, shoes, clothing, etc.

Thirdly, Changsha County, Liuyang City, Ningxiang city as the representative of the Changsha Zhuzhou Xiangtan Urban Agglomeration regional integration driven leading mode.

Fourth, the traditional industry upgrading driving mode of Shandong Peninsula Urban Agglomeration represented by Longkou and Jiaozhou.

Fifth, the resource driven leading mode of Hubao Eyu urban agglomeration represented by Shenmu city and Zhungeer banner.

The sixth is the core enterprise driven leading mode represented by Renhuai City.

What is the strategic direction of the future development of county economy? Yuan Baohong, deputy director of the County Economic Research Center of CCID, pointed out that counties have become a series of major national strategic driving points: county urbanization has become an important direction of new urbanization; The implementation of Rural Revitalization constantly expands the new growth point of county economic development; It is not only a challenge but also an opportunity to promote carbon neutralization at the county level; The cultivation of emerging industries also brings opportunities for the transformation and upgrading of county industries.

The research group of the county economy of the Institute of Finance and strategy, Chinese Academy of Social Sciences, put forward that in order to further enhance the competitiveness of county economy and improve its competitive position, it is necessary to gather various forces and find the key to promote the work. To achieve differentiated development, the key is to strengthen and expand the county characteristic advantage industry. In addition to a few counties with superior geographical location and significant resource advantages, most counties lack the ability of large-scale agglomeration of multiple industries. Focusing on characteristic and advantageous industries to achieve differentiated development should be the main development path. Of course, some characteristic industries are not necessarily able to grow into large-scale industrial clusters, but as long as we can tap the potential, fully develop and achieve specific functional goals, we can stimulate the endogenous power of characteristic industries and county economy. At the same time, it can provide more support for county economic competition. Large and medium-sized cities generally enjoy more preferential policies. In order to improve the competitive position of county economy, relevant departments need to give more policy support in land, finance, finance and taxation to attract industrial agglomeration.
