According to the circular, in order to implement the opinions of the general office of the State Council on promoting the integrated development of domestic and foreign trade, the Ministry of Commerce and other departments decided to carry out pilot projects of domestic and foreign trade integration in some regions. The "notice" defines the pilot objectives and seven pilot tasks within three years.

Specifically, in terms of improving laws and regulations, the circular proposes to comprehensively sort out the institutional obstacles encountered by market entities in carrying out domestic and foreign trade operations, and puts forward a list of problems and demands for improving the integrated regulation and control system of domestic and foreign trade. We will promote the revision of local laws and regulations that hinder the integration of domestic and foreign trade, clean up and correct unfair practices and hidden barriers such as local protection and market segmentation, and do a good job in fair competition review and trade policy compliance assessment.

In terms of promoting the convergence of standards certification, the circular proposes to support qualified enterprises, industrial organizations and professional institutions to carry out domestic and international standard comparison, actively adopt international advanced standards formulated through open and transparent procedures, participate in the formulation of international standards, and participate in various international professional standard organizations.

In the aspect of cultivating the main body of integrated operation market, the circular proposes to guide and support enterprises to improve their abilities of R & D and design, production and manufacturing, brand marketing and channel network, and cultivate domestic and foreign trade integrated operation enterprises. In terms of building a platform for the integration of domestic and foreign trade, the circular proposes to cultivate business circles and pedestrian streets that gather high-quality domestic and foreign trade goods and services, support the holding of domestic and foreign trade integration exhibitions, promote the development of industrial Internet platform, and promote the upgrading of overseas economic and trade cooperation zones.

In terms of optimizing the environment for the development of domestic and foreign trade, the circular plays an exemplary and leading role in high-level opening-up platforms such as the pilot Free Trade Zone, improves the protection system of intellectual property rights, improves the construction level of digital government, guides financial institutions to provide more abundant exchange rate hedging products for various enterprises, and promotes the development of China Europe railway transportation and trade integration, Innovative regulatory measures and other aspects of deployment.
