The construction of recycling system of waste materials is of great significance to enhance the ability of resource security and promote the development of green and low-carbon recycling. In January 2022, the national development and Reform Commission and other departments issued the guiding opinions on speeding up the construction of waste materials recycling system (fghz [2022] No. 109, hereinafter referred to as the "guiding opinions"), which put forward clear objectives and tasks for improving the recycling system of waste materials and improving the recycling level of resources. In order to implement the relevant requirements of the guiding opinions and take the recycling of waste textiles as a breakthrough, the national development and Reform Commission and relevant departments recently issued the implementation opinions on accelerating the recycling of waste textiles (fghz [2022] No. 526, hereinafter referred to as the Implementation Opinions). The implementation opinions will play an important role in improving the utilization efficiency of textile industry resources, promoting the construction of ecological civilization, and helping to achieve the goal of carbon peak carbon neutralization.

I. The implementation opinions have pointed out the direction for the construction of resource recycling system in textile industry

China is the largest textile and clothing producer and consumer in the world. The total fiber consumption is about 30 million tons per year, and the per capita fiber consumption is about 22.4 kg, basically reaching the level of medium developed countries, resulting in a large number of waste textiles. Due to the constraints of system mechanism, recycling system, sorting method, technology and standards, the main raw materials of recycled fiber in China are PET bottle pieces and industrial textile waste. The number of used clothing fabrics from urban and rural residents is small, and the overall recycling efficiency of waste textiles is low. With the global fashion industry to achieve the goal of replacing recycled materials by 2030, the demand for recycled fiber materials will grow rapidly in the future. It is urgent to improve the recycling rate of waste textiles and the output of recycled fibers in China, build a recycling system of waste textile resources, and promote the development of related industries.

Therefore, on the one hand, the implementation opinions set relevant goals, proposing that by 2025, the recycling system of waste textiles will be initially established, the recycling capacity will be greatly improved, the recycling rate of waste textiles will reach 25%, and the output of recycled fiber of waste textiles will reach 2million tons; By 2030, a relatively complete recycling system of waste textiles will be established, the recycling rate of waste textiles will reach 30%, and the output of recycled fiber of waste textiles will reach 3 million tons. On the other hand, it points out the direction for the construction of textile industry resource recycling system. The first is to promote green and low-carbon production in the textile industry, encourage textile enterprises to carry out green design, and improve the easy disassembly, classification and recycling of textiles. To develop the classification guide of textile materials to improve the efficiency and accuracy of waste textile sorting. Second, encourage textile enterprises to give priority to the use of green fiber raw materials, and strengthen the construction of green product standards, certification and identification system. Guide and support textile enterprises, especially brand enterprises, to use recycled fibers and products, increase the proportion of alternative use of recycled fibers, and promote the high value utilization of waste textiles. Third, strengthen the social responsibility of textile producers, encourage enterprises to implement the social responsibility management system of China's textile and garment enterprises (CSC9000T), and improve the utilization level of fiber materials.

II. The implementation opinions defines the development path of waste textile recycling industry

During the 13th Five Year Plan period, China's waste textile recycling industry developed rapidly, the industrial structure was further optimized, and the scale and standardization of enterprises were generally improved. 34 recycled polyester production enterprises have passed the industry standard conditions evaluation of the Ministry of industry and information technology, and some typical industrial clusters have been formed. The production capacity of recycled fiber has been gradually increased, breakthroughs have been made in the key processes, technologies and equipment of recycled polyester recycling, and the construction of polyester recycling standard system has been completed. But at present, the industrial chain and value chain of waste textile recycling industry in China are not complete. The sorting of waste textiles is mainly based on traditional manual identification. The medium and high-end complete sets of equipment for sorting, opening and recycling basically rely on imports. The enterprise scale is small, the management ability is not strong, the technical level is low, and the deep processing ability is limited.

"Implementation opinions" clearly describes the next step of waste textiles recycling, high value utilization development path. The first is to promote the high-value development of waste textile recycling products, and support waste textile utilization enterprises to develop and produce high value-added products. The second is to promote the application of recycled products of waste textiles in construction materials, automobile interior and exterior decoration, agriculture, environmental management and other fields, and encourage the standardized fuel utilization of waste textiles that cannot be recycled. The third is to implement the key breakthrough of standard clothing, select key areas and key areas, organize and carry out the recycling pilot of waste standard clothing, optimize the technical path and market-oriented mechanism of centralized recycling, and improve the recycling rate of uniform tooling and school uniform of uniform department, industry.

3. The implementation opinions have deployed four key tasks around improving the utilization rate of waste textiles

At present, 80% of textiles are chemical fiber products, and chemical fibers can not be naturally degraded. Therefore, the recycling of waste textiles can play a positive role in saving resources (oil, land, etc.) and protecting the environment. At the same time, it can solve the problem of idle waste of old clothes and fabrics in people's homes. However, at present, China's waste textile recycling and industrial recycling system can not effectively connect, resulting in a large number of residents' old clothes can not be recycled. In order to change the status quo, the implementation opinions has deployed four key tasks.

First, improve the recycling network and increase the amount of recycling. The implementation opinions put forward the reasonable layout and construction of sorting center and resource utilization classification processing center, timely fine sorting and classification processing of waste textiles. China Textile Federation has organized key enterprises to connect with urban recycling system, explore a new mode of Internet + recycling, and broaden recycling channels. Combined with the construction of "no waste city" in China, the waste textiles are collected by the domestic waste sorting system, and the pilot demonstration of industrial utilization and sorting center of urban waste textiles is vigorously promoted, and the efficient recycling mode is explored.

The second is to strengthen the typical guidance and increase policy support. The implementation opinions put forward to support large and medium-sized cities to take the lead in establishing recycling system of waste textiles and explore efficient recycling mode. We should cultivate backbone enterprises of waste textile recycling, support the construction of key supporting projects, and play a leading role. China Textile Federation, together with industry and enterprises, has jointly built a "resource saving and green consumption platform", actively promoted the construction of circular economy system in the textile industry, and carried out the construction of "information platform for waste textile recycling and recycling" with relevant research institutions and enterprises, and strengthened the statistical analysis of waste textile recycling data by integrating the sources and quantity of waste textiles, To provide support for the recycling of waste textiles.

Third, speed up scientific and technological innovation and improve standards and norms. The implementation opinions put forward that the key technologies of waste textile recycling should be included in the national key R & D plan, and a batch of key technologies and equipment for fiber identification, efficient sorting, separation and recycling of blended materials should be accelerated. We should improve the standards of recycling, disinfection, sorting and comprehensive utilization of waste textiles, and establish and improve the recycling standard system of waste textiles. China Textile Federation will conscientiously implement the relevant requirements of the implementation opinions, cooperate with relevant departments to recommend the catalogue of advanced processes, technologies and equipment for the comprehensive utilization of waste textile resources, strengthen the industrial transformation of recycled polyester staple fiber, filament melt blown, and recycled cellulose fiber technologies, improve the high-value utilization level of waste textiles, and expand the application field of recycled fibers.

Fourth, do a good job in publicity, education and guidance. The implementation opinions put forward to publicize the recycling of waste textiles in various forms and strengthen the publicity of high-quality recycled textiles. Party and government organs, schools, hospitals and other public institutions are encouraged to use recycled waste textiles. Carry out publicity, education and practice activities such as recycling waste textiles into schools and communities. Focusing on the new orientation of "science and technology, fashion and green" textile and garment industry, China Textile Federation will organize and carry out a series of publicity and practice activities, such as "zero abandonment of old clothes", "green challenge sustainable fashion" innovation design competition, brand joint initiative activities, etc., to encourage enterprises to use recycled fiber, transmit sustainable fashion concept, and promote green and sustainable development of the industry.
