Five newly approved and published national standards for textile and clothing

On March 9, 2021, the State Administration of market supervision and administration and the National Standardization Administration officially announced and approved the latest batch of recommended national standards, including five national standards for textile and clothing, including GB / T 14272-2021 "down garments". GB / t14272-2021 "down clothing" is the 63 serial number standard of the national standard announcement of the people's Republic of China (No.3 in 2021). The latest revision of the national standard "down clothing" was officially implemented on April 1, 2022.

Background of extending the release date: the National Technical Committee for standardization of clothing has completed the approval of GB / T 14272 down garments in 2020. Considering that the raw material procurement and production links of down garments are relatively longer than those of other categories of clothing, enterprises need more time to adjust and adapt, and due to the continuous impact of the epidemic situation, it is necessary for enterprises to adjust and adapt, The production and sales of down garment enterprises have been greatly impacted, the cycle of product turnover has become longer, the raw material update and the digestion of finished products are more difficult to adapt, and the operating pressure of real enterprises continues to increase. In order to make the down garment manufacturers smoothly switch to the implementation of the new standard, the National Technical Committee of clothing standardization specially suggested to the superior competent departments that the time interval between the official release date and the implementation date of the standard should be one year, which should be formally implemented from April 1, 2022.

GB / T 14272-2021 "down clothing" is under the jurisdiction of SAC / TC 219, drafted and revised by China clothing association, Shanghai textile group testing standards Co., Ltd., bosden down and Down Garment Co., Ltd., Guangzhou inspection and testing certification Group Co., Ltd., and other leading brand enterprises. In early November 2019, the down garment Sub Committee (SAC / TC 219 / SC1) of the National Technical Committee for clothing Standardization (SAC / TC 219 / SC1) organized the preliminary review meeting for revision of GB / T 14272 "down garments", which was approved at the annual meeting of the National Technical Committee for garment standardization at the end of November 2019.

The revision of the national standard GB / T 14272 "down clothing" is based on the principle of "advanced technology, in line with the national conditions", fully considering the actual wearing experience of consumers, reasonably absorbing the contents of relevant international standards, and carrying out a large number of scientific experiments and verification, the final drafting group mainly revised the standard in the following aspects:

(1) there are only ducks and geese, not gray and white;

(2) the "cashmere content" in the original standard is revised to "the velvet content";

(3) the requirements of appearance quality assessment of finished products after washing are added;

(4) the test method of bulkiness is modified to steam reduction method;

(5) the assessment and evaluation method of anti drill down property is modified as "garment transfer box method";

(6) the assessment of limit requirements for alkylphenol (AP) and alkylphenol polyoxyethylene ether (apneo) is added.

Among them, the revision of "down content" to "down content" and the new testing method of anti drill down property of ready-made clothes are the focus of this revision. Down content and down content are both important indexes to evaluate down quality. In order to conform to the international market trend, down content is changed to down content. At the same time, the assessment and evaluation method of anti drill down property is changed from the original standard fabric pile bag friction method to ready-made clothing transfer box method, which can evaluate the anti drill down property of the finished product on the whole, which is more suitable for the actual wearing and use of clothing, and also avoids the difficulties in sampling due to the complexity and diversity of clothing styles, This method is a major breakthrough in the current down proof testing methods at home and abroad, which will effectively solve the difficulties of enterprises and the pain points of consumers' wearing experience.

After the implementation of the standard, it will play a positive role in four aspects: first, the assessment of down quality is in line with international standards, which is convenient for international comparison, and improves the competitiveness and influence of down garments in the international market. The second is to standardize the market order of down garment industry and its upstream and downstream enterprises, so as to provide standardized law enforcement basis for supervision and management departments, and further improve the product quality of down garments. The third is to evaluate the products based on the actual wearing experience of consumers, which will effectively improve the satisfaction of consumers. The fourth is to guide the green production of enterprises, protect the environment and be friendly to the environment.
