In order to speed up the development and industrial application of digital ink jet printing technology in textile printing and dyeing industry of Zhejiang Province, and comprehensively improve the green development level of textile printing and dyeing industry in Zhejiang Province, the Guidance Opinions on green access of textile printing and dyeing (digital jet printing) in Zhejiang Province (Trial Implementation) are hereby issued and implemented. Please follow the implementation.

Zhejiang textile printing and dyeing (digital jet printing) green access

Guidance (Trial)

In order to accelerate the technical development and industrial application of digital ink jet printing (hereinafter referred to as "digital jet printing") in textile printing and dyeing industry of our province, encourage the adoption of technology and equipment with high technology content, low pollution emission and low energy consumption, promote industrial transformation and upgrading, and improve the green development level of textile printing and dyeing industry in our province.

1、 General principles

According to the relevant national laws, regulations and industrial policies, following the principles of promoting emission reduction, reducing energy consumption, encouraging advanced and promoting innovation, corresponding policy support measures are given to textile printing and dyeing (digital jet printing) green access requirements.

The guidance is applicable to the newly-built, expanded, technical transformation or relocated digital printing projects in Zhejiang Province. The digital ink jet printing project, whose construction content meets the requirements of production process and index system, belongs to the green access project mentioned in the guidance.

II. Green access production process

The digital ink jet printing referred to in the green access guidance refers to the application of digital ink-jet printing for textiles, including digital direct ink-jet printing process and digital transfer ink-jet printing process (except for transfer ink-jet printing projects requiring additional non-ecological and environmental protection organic additives after digital ink-jet printing), excluding roller printing, digital transfer ink-jet printing and digital transfer ink-jet printing Other printing processes such as flat screen printing and rotary screen printing should meet the following production requirements:

(1) digital direct ink jet printing process: it can include fabric sizing, digital ink-jet printing, steaming, washing, stretching drying, mechanical softening or preshrinking processes, and does not include pretreatment processes and dyeing processes with high pollution emission such as boiling, scouring, bleaching, mercerizing and alkali deweighting.

(2) digital transfer ink-jet printing: it can include fabric re washing and drying, digital ink-jet printing, pressing transfer printing and setting processes, and does not include pretreatment and dyeing processes with high pollution emission such as boiling, scouring, bleaching, mercerizing and alkali reduction. The setting machines and dryers for digital jet printing are not allowed to be used for other non digital jet printing textile finishing.

3. Green admittance evaluation index

The green admittance evaluation index system of textile printing and dyeing (digital jet printing) includes fresh water intake, energy consumption, drainage, VOCs and lampblack emission of dyeing and finishing. Textile printing and dyeing (digital jet printing) green access projects should meet the relevant index limit requirements in the table below.

4、 Supporting policies

Construction projects that meet the green access requirements of textile printing and dyeing (digital jet printing) can enjoy the following relevant policies and measures:

(1) during the examination and approval (filing) of environmental impact assessment documents of construction projects, the management and control requirements of ecological environment zoning of "three lines and one single" and the classification of industrial projects in the planning environmental impact assessment of the industrial park where the project is located can be degraded. If the management of the original three categories of industrial projects belongs to the management of class II industrial projects, the environmental access management can be conducted with reference to the second category of industrial projects.

(2) on the basis of meeting regional environmental quality improvement and total emission reduction of major pollutants, the ecological and environmental departments at all levels should support and actively arrange the implementation of emission right indicators for major pollutants of construction projects.

(3) encourage green admittance textile digital jet printing enterprises to continue to carry out the construction of technical transformation and upgrading projects, and list the demonstrative technical transformation and upgrading projects into the provincial production and manufacturing mode transformation demonstration project plan, and give preferential support to the green transformation of manufacturing industry. Governments at all levels should formulate relevant policies to support the merger of other printing and dyeing enterprises by textile printing and dyeing (digital jet printing) enterprises meeting the requirements of green access.

5、 Supplementary Provisions

(1) if there is any revision to the industry policies or standards adopted in this guidance, the provisions shall prevail.

(2) in addition to this access guidance, the green access project of textile printing and dyeing (digital jet printing) shall comply with the relevant laws and regulations, and meet the requirements of relevant policies such as the standard conditions of printing and dyeing industry (2017 Edition).

(3) these Guidelines shall be implemented as of April 25, 2021.
