The First Batch Of Reemployment Enterprises Is Difficult To Exceed 1/3, And Smes Are Approaching The Red Line Of Survival.
Gradual resumption in epidemic prevention and control phase
It is a challenge that the government and enterprises must face together.
In February 6th, the staff of grain, oil and food company worked in the production workshop. Recently, part of the cottage area of Harbin New District in Heilongjiang has started production related to people's livelihood, mainly involving food, medicine, epidemic prevention materials, and water, electricity, gas and other basic livelihood industries. The resumption of labor came on February 10th, and the epidemic continues. Many enterprises still have difficulties in resuming work.
"Our factory in Jinjiang will be resumed in February 17th, and the resumption time of Anhui Wuhu paper mill and Hubei Xiaogan factory is unknown. It depends on how the local government arranges." Xu Lianjie, President of Heng Hua group, a maker of domestic paper and maternity and child hygiene products, said in an interview with China News Weekly.
"However, there are some factories that have not stopped production since the year ago, such as bactericidal wipes, hand sanitizers, and part of the production of protective clothing and other products." Xu Lianjie added.
Similarly, Zheng Long, owner of a chemical plant, frankly told the China News Weekly that the field workers could not go back to work. The village where the factory is located has just announced that migrant workers are not allowed to enter the area, and the vehicles and personnel in the area are strictly restricted. At the same time, some foreign employees' homes are also closed to cities and roads, and they can not return smoothly.
Besides the shortage of manpower, the shortage of protective materials also directly limits the return of enterprises. Unlike Internet Co and emerging economy enterprises, the entity manufacturing industry can not telecommuting. During the duration of the epidemic, it is especially difficult to protect the plant lines with close space, crowded personnel and frequent contacts. "Once the risk of an outbreak is disastrous, the enterprise simply can not afford to, and may be directly closed down." A head of a food processing plant told the China News Weekly that "and the preventive measures required by the government are too high for the cost of landing."
In addition to early preparation, the bigger and smaller problem of small and medium-sized enterprises is that the upstream and downstream links of production have been "dropped". "To put it more directly, we do not want to start." A chemical processing plant owner told the China News Weekly that "suppliers do not send raw materials, channel operators cancel orders, and now logistics can not keep up, and the whole industry chain can not work at all."
"At this stage, epidemic prevention and control is still the first task." "The national policy needs to maintain a balance between the epidemic prevention and control and the resumption of the economy," the deputy director of the Economic Policy Research Institute of Peking University said. "National policy needs to maintain a balance between the prevention and control of the epidemic situation and the resumption of the economy." first, we must ensure safety. "In general, the resumption of work after the epidemic will be a very gradual process, and the proportion of the first batch of resumed enterprises is hardly more than 1/3".
"How can workers return to work if workers can't get in?"
"The village is still in a state of road closure, and can't get in or out, let alone go back to work." An old man working in a village in southern Anhui and working in Guangzhou said that even if people could go out, the buses in the towns and cities were all shut down.
It is not an example to restrict the flow of personnel from villages. Since the outbreak of the epidemic, many villages and towns in Henan, Hebei, Jiangxi, Anhui, Hunan and other places have begun to implement village closure.
"Many factories and workers are in the countryside, but there are many people who can't return because of the village." Zheng Long, owner of the above chemical plant, told the China News Weekly that "the company has a Jiangxi employee who originally planned to drive to Nanchang to switch to high speed rail. Because the license plate was not local in Nanchang, it was advised to return at high speed."
One side is not allowed, one side is not allowed to enter.
With the resumption of post holiday period approaching, since February 5th, Zhejiang, Jiangsu, Guangdong and other places have issued notices in succession, calling for the return of non local licences to local residents, especially for migrant workers in Hubei, Hunan, Anhui, Jiangxi, Henan, Guangdong and other key epidemic areas.
Besides the high speed persuasion and return, the key working villages and towns are also prohibited. Wang Hui, owner of an information technology company in Guangzhou, sent a notice to the Xia Mao Village in Guangzhou, China News Weekly, to show that since February 9th, Xia Mao Union has implemented more stringent traffic control, and migrant workers and vehicles are prohibited from entering Xia Mao's jurisdiction.
"Xia Mao is one of the areas where industrial enterprises gather. Workers can't get in. How can enterprises return to work?" Wang Hui revealed that many village level industrial parks in Guangzhou had issued a restraining order, "the specific provisions of different villages are different, but all are aimed at restricting the influx of outsiders."
Despite the notice issued by the general office of the State Council in February 7th, it is strictly prohibited to close the highway entrance and exit without permission. It is strictly prohibited to block the trunk highway of the national highway, and strictly prohibit the rigid isolation or excavation of rural roads. But at the village level, the practice of limiting mobility in many ways is still continuing.
"Local efforts need to be strengthened, but no extreme measures should be taken." According to the color of deputy director of the Institute of economic policy of Peking University, local governments need to scientifically and rationally judge the epidemic situation, and properly manage them, strengthen isolation, reduce the closure of cities and prevent overproduction and overdue production.
The risk of outbreak after resuming work has become the main reason why many factory owners have to postpone their return to work.
"All the reemployment enterprises here need to sign the epidemic prevention and control undertaking to ensure risks and responsibilities." Zheng Long, owner of the above chemical plant, presented a "promise to ensure that there is no epidemic situation" to China News Weekly.
It is the consensus of the government and enterprises to strictly control the risk of the enterprises after the resumption of work. However, it is still very difficult for the enterprises to land the prevention and control measures. At present, Shenzhen, Zhengzhou, Guangzhou, Nanjing, Suzhou and other places have issued notices, requiring redevelopment enterprises to prepare adequate protective materials such as respirators, disinfectant and protective clothing, and sign the undertaking of epidemic prevention and control.
The problem facing enterprises is that when the protection materials are in short supply, where are they going to prepare? "The biggest mask is now for money." Zheng Long said frankly, most factories do not have reserves at ordinary times, and now there is no mass purchase channel. "Without protection materials, they will not be able to start work or dare to start."
Chen Hai's factory is a lucky one in many factories that lack of protective materials. Because of the higher hygienic standard of cosmetic cosmetics production, the workshop usually has masks and other material reserves, which can support factory start-up. "But these materials can only last for a month." Chen Hai said that if the epidemic continues, it will still be productive after a month. "We will be trapped by supplies."
Because of the double demand of replenish materials and start up as soon as possible, some manufacturing enterprises began to switch to production of masks, disinfectant and protective clothing. "Now the only task for reopening is to disinfect water." Chen Hai told China News Weekly that his factory was originally producing beauty cosmetics. In the past, disinfection water accounted for less than 10% of the total production, but now it has become a one hundred percent production task. "One is to make efforts to contribute materials, two is to start production at least to maintain capital".
In order to alleviate the shortage of protective materials, the NDRC, the Ministry of Finance and the Ministry of industry and Commerce jointly issued a notice yesterday to encourage enterprises to take measures to expand production and supply of key medical protective materials in February 9th. Prior to this, Henan, Hebei and other places of health care materials production plant is also accelerating the expansion of production and improve supply.
Small and medium enterprises approaching survival red line
Under the pressure of cash flow, a number of small and medium-sized enterprises have begun to approach the red line of survival.
On the night of February 6th, Li Chao, the founder of the IT training institution, "brother Lian education", issued an open letter saying that due to the impact of the epidemic, the Beijing campus stopped enrollment and the staff were disbanded immediately.
In February 7th, a well-known KTV "king of songs of Beijing" issued a letter from the general manager to all staff, saying that due to the impact of the epidemic, it will terminate the labor contract with more than 200 employees in February 9th. If 30% employees disagree with this plan, the company will go bankrupt and liquidate.
Small and micro enterprises in manufacturing industry are also facing a crisis of survival. Even if it runs only a small and medium-sized chemical plant, Zheng Long will face a fixed charge of about 300000 yuan per month and 600 thousand yuan of wages. Because he did not have the qualification to produce medical materials, his factory was not listed among the first batch of reopening enterprises, and he had to postpone the resumption date until March 1st.
"Zero revenue, there are nearly a million yuan a month's cost." Zheng Long told China News Weekly that he is now relying entirely on the old books he has saved in the past few years. "It will not last for two months."
Rent and manpower are the two biggest costs. There are hundreds of small and medium-sized enterprises in Zheng Long's Park. Because the factory buildings belong to the private sector, they not only enjoy the concession of rent reduction for state-owned enterprises, but also increase the annual rent by 5%. It is very difficult for SMEs to get preferential policies for rent reduction. Zheng Long bluntly said, "there are many business owners in the park that have expressed the demand for rent reduction and no response."
In contrast, Zheng Long and other small and medium enterprises boss put more hope on reducing the burden of labor costs. Since February 7th, the Ministry of human resources and social affairs has issued 12 opinions to support enterprises' resumption of work and resumption of production. Local governments have followed up very quickly. In many articles, they have expressed a deep understanding of the current difficulties of enterprises, supported the negotiation of wages between difficult enterprises and their employees, and also considered the disposition of "special circumstances such as" layoffs "and" staff insisting not to return to posts ".
Chen Hai told the China News Weekly that during the epidemic period, the policy of "double working pay for double working hours at home" and "pay for employees at home to see their children's wages" were put into practice in some places, which increased the pressure of enterprises. "I hope the government can really see the difficulties of enterprises and provide real help."
According to the reissued guidance document issued by many enterprises, most of the first batch of resumed enterprises are related to the production of necessary materials by the epidemic prevention, and then will gradually promote the resumption of other industrial enterprises, service enterprises and construction enterprises.
The gradual resumption of the epidemic prevention and control stage is a challenge for both the government and the enterprises. "March 1st may be a huge watershed." Color to China Newsweek predicts that if the end of February has not yet resumed work, a large number of SMEs will approach the red line of survival.
According to the market rule, when the second industry basically returns to work for half a month to a month, the market will gradually stabilize, and demand will rebound. The third industry will gradually restore its normal order. "The three industry of catering, entertainment and service is most seriously affected by the epidemic." Color told China News Weekly, "the third industry is directly affected by market sentiment, forced to shut down for a long time, and the pressure of survival is great, and the survival situation is more severe."
But before the epidemic comes to a real turning point, prevention and control of epidemics is still the top priority. "Prevention and control of epidemic situation is the prerequisite for all work." The color indicates that when the epidemic situation is stable, the state will naturally introduce more preferential policies to the small and medium-sized enterprises, including taxation, credit, low interest rates and interest free. "The policy will be gradually introduced and landed, but in the crucial stage of preventing and controlling the epidemic, enterprises still need to resist the pressure and live".
(according to the request of the petitioners, Zheng Long and Chen Hai are alias).
