The State Administration of Market Supervision recently announced Quality supervision and spot check of 77 kinds of products such as casual wear in 2019 This time, we sampled 5256 batches of products produced by 5152 enterprises (not involving export products). A total of 5232 batches of products produced by 5131 enterprises were tested. It was found that 482 batches of products were unqualified, and the unqualified rate was 9.2%.

Basic situation

Among them, 9 batches of products are still in the process of objection processing, and 15 batches of products are suspected of unlicensed production, no energy labeling, forgery factory sites, and enterprises handling samples without authorization. A total of 5232 batches of products produced by 5131 enterprises were tested. It was found that 482 batches of products were unqualified, and the unqualified rate was 9.2%.

(two) refuse inspection 。 In this spot check, 4 enterprises violated the "PRC quality control law", and refused to accept supervision and spot checks without proper reasons. They were Dongguan opper Electronics Co., Ltd., which refused to check in the spot checks of the traffic recorder products. Xingcheng Yansha Garments Co., Ltd. refused to check in swimsuit products spot checks. Guangzhou Ke Ao Electronics Technology Co., Ltd. refused to check in the spot checks of integrated circuit (IC) card reader products. Shanghai gold Automatic Meter Co., Ltd. refused to check in the spot checks of explosion-proof electrical products.

(three) main practice 。 First, the "double random" spot check method is adopted. The sample inspection institutions should be selected by bidding, and the random inspection enterprises should be randomly selected through the "double random" information system, and the inspection institutions should be randomly matched. Textiles, clothing and footwear

(1) casual wear 。 Spot checks were conducted on 301 batches of casual clothing products produced by 298 enterprises in 15 provinces (autonomous regions and municipalities), of which 1 batches were in the process of objection processing. Of the 300 batches of products tested, 29 batches of products failed, and the rate of unqualified detection was 9.7%. It focuses on formaldehyde, pH, decomposable carcinogenic aromatic amine dyes, water fastness, acid perspiration fastness, alkali resistance, color fastness to dry, color fastness to dry friction, light fastness, color fastness to perspiration, fiber content and other 9 items were tested. Unqualified items relate to fiber content, pH value, water fastness, alkali fastness to perspiration, and decomposition of carcinogenic aromatic amine dyes.

(two) bedding 。 A sample of 120 batches of bedding products produced by 117 enterprises in 15 provinces (autonomous regions and municipalities) was disqualified, of which 2 batches of products were not qualified, and the unqualified rate was 1.7%. The 10 items, including formaldehyde content, pH value, decomposable carcinogenic aromatic amine dye, water fastness, acid fastness, sweat fastness, colour fastness to dry rubbing, color fastness to wet rubbing, fiber content and raw material requirements of floc fiber were tested. The unqualified items were fiber content.

(four) shirts 。 A sample of 120 batches of shirts produced by 119 enterprises in 14 provinces (autonomous regions and municipalities) was disqualified, of which 8 batches of products were not qualified, and the rate of unqualified examination was 6.7%. The 8 items, including formaldehyde content, pH value, decomposable carcinogenic aromatic amine dye, water fastness, acid perspiration fastness, alkali fastness to perspiration, color fastness to dry rubbing and fiber content, were examined. The unqualified items relate to fiber content, pH value, acid fastness to perspiration, and alkali fastness to perspiration.

(five) travel shoes 。 A sample of 91 batches of tourist shoes produced by 90 enterprises in 9 provinces (cities) was selected, of which 1 batches of products were not qualified, and the rate of unqualified examination was 1.1%. The 6 items, including peel strength, peel strength of bottom wall and peel, wear resistance of outsole, bending resistance of shoes, adhesion strength of outsole to outer middle sole, formaldehyde of free or partially hydrolyzed, and carcinogenic aromatic amine dye, are emphatically examined. The unqualified items are the folding resistance of the shoes.

(six) swimsuit 。 Spot checks were made on 40 batches of swimsuit products produced by 40 enterprises in 6 provinces (cities), of which 9 batches of products were not qualified, and the rate of unqualified examination was 22.5%. Emphasis is placed on 10 items: formaldehyde content, pH value, decomposable carcinogenic aromatic amine dye, water fastness, acid fastness to perspiration, alkali fastness to perspiration, color fastness to dry friction, color fastness to sea water, color fastness to chlorinated water (swimming pool water), fiber content and so on. The unqualified items involve fiber content and pH value.

(eight) leather shoes 。 A sample of 91 batches of leather shoes produced by 90 enterprises in 12 provinces (municipalities) has been checked, of which 1 batches of products are suspected of forging factory names and factory sites, which have been transferred to the market supervision department of the enterprises where they are located. Of the 90 batches of leather shoes tested, 10 batches of products were unqualified, and the unqualified rate was 11.1%. The 13 items, including the peel strength, the strength of the upper part of the shoe, the folding resistance of the shoe, the wear resistance of the shoe, the heel binding force, the hardness of the bottom shoe heel, the color fastness to rubbing and the inner pad material, the longitudinal stiffness of the core, the hardness of the core, the lower limit of the center length, the bending energy of the hook, the decomposition of the harmful aromatic amine dye, the free or partially hydrolyzed formaldehyde, etc., are examined. The unqualified items relate to the folding resistance of the shoes, the color fastness to rubbing and lining materials, and the decomposition of harmful aromatic amine dyes.

(nine) towel 。 A total of 120 batches of towel products produced by 120 enterprises in 10 provinces (autonomous regions and municipalities) were selected, of which 25 batches of products were not qualified, and the rate of unqualified examination was 20.8%. It focuses on 11 items including formaldehyde content, pH value, decomposable carcinogenic aromatic amine dye, water fastness, acid perspiration fastness, alkali resistance, color fastness to dry friction, color fastness to wet rubbing, color fastness to saliva, fiber content and water absorption. The unqualified items involve fiber content, pH value and water absorption.

(ten) socks 。 A sample of 90 batches of socks products produced by 90 enterprises in 12 provinces (cities) was selected, of which 19 batches of products were not qualified, and the unqualified rate was 21.1%. The 10 items, including formaldehyde content, pH value, decomposable carcinogenic aromatic amine dye, water fastness, acid fast perspiration fastness, alkali fastness to perspiration, color fastness to dry rubbing, wet rubbing fastness, transverse elongation and fiber content, were examined. The unqualified items involve fiber content and pH value.

(eleven) silk quilt 。 A sample of 60 batches of silk products produced by 58 enterprises in 8 provinces (cities) was selected, among which 7 batches of products were unqualified, and the rate of unqualified examination was 11.7%. Emphasis is placed on 13 items: formaldehyde content, pH value, decomposable carcinogenic aromatic amine dye, water fastness, acid fastness, perspiration fastness, dry rubbing fastness, fiber content, filler quality, filler oil content, filling moisture regain, filler quality deviation rate, and floc fiber material requirements. The unqualified items relate to the quality of filled articles, the quality deviation rate of filling materials, and the requirements of raw materials for flocculation.

(sixteen) pajamas home clothes 。 Spot checks were made on 120 batches of pajamas home clothes produced by 119 enterprises in 10 provinces (cities), of which 6 batches of products were not qualified, and the rate of unqualified examination was 5%. The 8 items, including formaldehyde content, pH value, decomposable carcinogenic aromatic amine dye, water fastness, acid perspiration fastness, alkali fastness to perspiration, color fastness to dry rubbing and fiber content, were examined. The unqualified items involve fiber content and pH value.

(seventeen) T-Shirt 。 Spot checks of 80 batches of T-shirts produced by 80 enterprises in 10 provinces (municipalities), of which 7 batches of products were unqualified, and the rate of unqualified examination was 8.8%. It focuses on formaldehyde, pH, decomposable carcinogenic aromatic amine dyes, water fastness, acid perspiration fastness, alkali resistance, color fastness to dry, color fastness to dry friction, light fastness, color fastness to perspiration, fiber content and other 9 items were tested. The unqualified items relate to fiber content, pH value, water fastness, acid fastness to perspiration, and alkali fastness to perspiration.

(eighteen) silk garments 。 Spot checks were made on 60 batches of silk clothing products produced by 60 enterprises in 7 provinces (cities), of which 1 batches of products were not qualified, and the rate of unqualified examination was 1.7%. The 8 items, including formaldehyde content, pH value, decomposable carcinogenic aromatic amine dye, water fastness, acid perspiration fastness, alkali fastness to perspiration, color fastness to dry rubbing and fiber content, were examined. The unqualified items were fiber content.

(twenty) diapers (tablets, pads) 。 Spot checks were made on 90 batches of diapers (tablets and pads) produced by 90 enterprises in 15 provinces (cities), of which 2 batches of products were not qualified, and the rate of unqualified examination was 2.2%. The 10 items of bacterial colony count, coliform group, pathogenic pyogenic bacteria (Pseudomonas aeruginosa, Staphylococcus aureus, haemolytic Streptococcus), total number of fungal colonies, permeability (sliding infiltration, infiltration volume, leakage amount) and pH were tested. The unqualified items relate to permeability (reflux) and pH.

Tracking sampling analysis

This follow-up inspection sampling last time failed 304 enterprises, 42 enterprises are still not eligible for spot checks, 261 enterprises failed to spot checks this time, 1 enterprises are in the process of objection processing.

Job requirements

In view of the problems found in the state supervision and spot check of this product quality, the market supervision bureau (departments and committees) of all provinces, autonomous regions, municipalities directly under the central government and the Xinjiang production and construction corps should conscientiously handle the post processing work according to the "PRC quality control law" and the "product quality supervision and spot check management regulations".

(1) the production enterprises that have found problems in the spot checks, especially those that refuse to accept supervision and spot checks, and those failing to make continuous checks, must be dealt with severely according to law.

(two) for the products with high detection rate, such as swimsuits, towels, socks, explosion-proof lamps, explosion-proof motors, traffic recorder, range hood, electromagnetic cooker, valves, etc., we should increase follow-up supervision and inspection of production enterprises.

(three) it is necessary to notify the local government and relevant departments of the spot checks to reject the supervision and spot checks and the substandard products, and take effective measures to urge enterprises to implement the main responsibilities of product quality and safety in accordance with the law, and guide enterprises to organize production in strict accordance with the standards and maintain product quality and safety.
