In order to enable the project to put into operation as soon as possible and enable enterprises to enjoy the policy dividends brought by the Dongying comprehensive bonded zone as early as possible, the Dongying customs will carry out "one to one" guidance to Liyang textile, help enterprises to apply for the establishment of processing accounts and equipment accounts, simplify the entry and exit procedures for the enterprises to apply the comprehensive insurance area, facilitate the 21 batches of cotton processing equipment and materials into the area through the bayonet registration mode, and promote the progress of the construction of the factory buildings and facilities, and have already built 2 sets of factories, including the 2 Luqing blowing carding units, 8 special LV drawing frames and 6 sets of A8 facilities.

Since its operation in October, Liyang textile has imported 752 tons of cotton and its value is 8 million 150 thousand yuan. According to the relevant policies, the cotton used for production and processing in the area can be exempt from inspection. The quarantine inspection can only be put into production and use at the port of entry, which effectively solves the problem of long inspection time of cotton and shortens the cost of time by 10%. The finished cotton yarn produced in the district is not in the statutory inspection list. When it is being sold in China, it does not need to apply for inspection and quarantine. It simplifies the customs formalities, shortens the delivery time of goods, and reduces the time cost and logistics cost for the enterprises in the domestic market.
