Development Of EU'S Future Circular Economy Policy

According to the resident media Bulletin Quotidien, the Council of Ministers of the European Union (Luxemburg) was held in October 5th (2019), and the ministers of the environment of all member countries attended the discussion on the future development of the EU's circular economy. Important conclusions of the conference are as follows:

(1) to encourage the EU executive committee and Member States to complete the implementation of the EU circular economy action plan in 2015, and urge the Executive Committee to continue efforts to link the laws and regulations between EU chemicals, products and wastes, etc., emphasizing investment infrastructure, stimulating innovation and creating two high quality raw materials (seco Ndary materials) the importance of circular and service-oriented business models.

(2) welcome the establishment of the Circular Alliance on Plastics (EU) and its commitment to achieve 10 million tons of recycled plastic production by 2025.

(3) appealed to the Executive Committee to put forward a long-term strategic framework for circular economy, including common vision, policy tools and monitoring system; and cooperate with stakeholders from all walks of life as soon as possible so as to establish a clearer link between climate change, biodiversity, bio economy (bioeconomy), digitalization and industrial policies through new action plans.

(4) the construction, food, textiles and transport sectors are listed as the priority areas of the next cycle of economic action. Urges the Executive Committee to promote recycling of building materials through amendments, and calls for the establishment of a new textile recycling strategy. It also calls for the full implementation of the plastic strategy and extension of the strategy to packaging, construction, automation, electronics and agriculture.
