Textile Industry Shifts To Central And Western Regions: Pingshan Industrial Park, Sichuan

1. Convenient transportation.

Pingshan County of Sichuan is located in the southern edge of Sichuan Province, which is part of Yibin. The Minjiang River passes through Pingshan Town in the northeast part of the county. Pingshan Industrial Park has special Wharf on the Jinsha River and Minjiang golden waterway, and the eastbound and thousand kiloton freighters can reach Shanghai directly. On the land side, there are many expressways such as Yiping high grade highway and Yue Yi Expressway in the park, and the construction of Ren Mu Expressway and Yi pan expressway is being built, and the high speed railway has been built on the North Bank of the Minjiang River in the new County, which is compatible with passenger and freight lines, greatly improving the Lu Yunxiao rate in the park. In terms of air transport, the Yibin airport is also built in the 16 km and 25 km south of Sichuan International Airport.

Two, raw materials are abundant, and the supporting range of textile industry is constantly improving.

Yibin has more than 3 million mu of bamboo resources. As the main source of bamboo fiber, its resources are extremely rich. With the synergistic advantage of Yibin Sili group's Viscose raw materials and printing and dyeing industry, it plans to develop 300 thousand tons of large fibers (sliced spinning large polyester staple fiber 200 thousand tons, polyester polyamide filament 100 thousand tons, etc.), 500 thousand tons of viscose, 5 million spindles spinning, 1 billion meter machine weaving, 100 thousand tons of needle weaving, appropriate supporting clothing (including underwear), home textiles and industrial textiles. According to the whole industry chain planning, the Southwest's largest bio based textile base with 50 billion output value is planned.

Three, policy support and relatively low production costs.

As a demonstration garden for poverty alleviation and cooperation in the textile industry of Zhejiang and Sichuan, according to the central "East West poverty alleviation cooperation" plan, Yibin and Jiaxing municipal government jointly plan and build up supporting policies.

Hydropower resources in the region are abundant, and Pingshan Industrial Park is more prominent in industrial electricity and labor cost advantages. In the textile industry with fixed assets of 50 million and above, the production electricity consumption is 0.37 yuan / degree, and the fixed assets below 50 million of the projects are used for 0.39 yuan. Through the investigation of electricity price and workers' wages in East China, Southern China and central China, Sichuan Pingshan Industrial Park has a comparative advantage in terms of factor cost.

At present, many textile enterprises have settled in the park. Such as Shandong Hengfeng, Yibin silk, Zhejiang, Hebei, Hebei, Hebei, and so on. At the present stage, the spinning capacity has been signed to 1 million 500 thousand spindles and the spinning capacity is 30 thousand tons. In 2025, we plan to build 200 thousand tons of polyester staple fiber and 100 thousand tons of polyester filament, 5 million spindles, 1 billion tons of woven fabrics and 100 thousand tons of knitted fabrics, and the largest textile industrial base in Southwest China.

Now, the development of the domestic textile industry to the central and western regions has become the main theme. Central and regional governments support policy orientation to help textile industry parks develop into the central and western regions. Sichuan Pingshan Industrial Park, combined with the advantages of raw material resources, labor force and industrial foundation, will become the largest textile industry base in Southwest China and the poverty alleviation and cooperation demonstration base of East and West industries.
