The Ministry Of Science And Technology Has Issued 7 Key Special Projects, Such As "Solid Waste Recycling".

Recently, the Ministry of science and Technology issued a notice on releasing the key projects of the state key research and development plan, such as "solid waste recycling" and other key projects in 2019, to guide the declaration of 7 key and special projects. The reporting time of project reporting units is 17 days on July 23rd ~9.

Among them, the national key research and development plan "solid waste recycling" key special projects for national ecological civilization construction and guarantee the supply of resources and security of the country's major strategic needs, with "reduction, resource, harmless" as the core principle, in 2019, we plan to deploy 10 research directions, the national budget estimate is not more than 300 million yuan, the project execution period 3~4 years, encourage the joint declaration of industry, University and research.

For typical application demonstration projects, the proportion of other funds (including local financial funds, unit investment and social channel funds) and the central financial expenditure shall not be less than 2:1, and the central financial resources for typical application demonstration projects shall not exceed 30% of the total amount of the special central financial fund. Application demonstration projects are encouraged to be carried out in the national sustainable development agenda innovation demonstration area, the national sustainable development experimentation area, and the national ecological civilization experimental area.

From the research content, the assessment index and the necessary explanation, the three guidelines for the development and integration of the "solid waste recycling" system are illustrated.

For example, "the integrated demonstration of comprehensive utilization of solid waste in the southeast light industrial building materials industry cluster area", the assessment indicators include: establishing a solid waste material metabolism database and analysis model of the characteristic multi industry chain, such as textile, clothing, leather making, stone processing, etc., to form a set of 3~5 integrated technology for multi-purpose solid waste comprehensive utilization technology suitable for Southeast light industry, building materials and special industries, and the comprehensive utilization rate of solid waste in textile, clothing, leather making and stone processing industries is larger than 70%, 80% and 90% respectively. In the condition of not reducing the use performance, the proportion of industrial waste and polyester fiber in the production of non staining regenerated colored yarn raw materials is more than 30%. The cost of producing waste textile fibers and enhancing green building materials is reduced by no less than 10%. Relying on the characteristic industrial gathering area, we have concentrated on the construction of 3~5 projects for demonstration projects, forming 1~2 comprehensive integrated demonstration bases. The total amount of solid waste consumed in the year is more than 150 thousand tons, so that the stable operation of the economy is achieved, and the comprehensive utilization rate of solid waste in the integrated demonstration base is more than 75%. A technical patent and standard system covering the research contents (more than 10 applications for invention patents were formed, forming more than 3 national and industry standards or norms), and a proposal for the comprehensive utilization of solid waste and cross industry operation mode in the light industry building materials industrial agglomeration area with Southeast characteristics were put forward. The project results were popularized and applied to typical cities in the characteristic industrial cluster area, and the total volume of solid waste was increased by more than one million tons per year.
