Who Pollutes! Who Pays The Bill! The Jiangsu Government Sued Haide Chemical And Claimed 36 Million 880 Thousand Yuan Environmental Fee!

On the morning of May 29th, the plaintiff of the Jiangsu Provincial People's Government complained to the defendant, Anhui Haide Chemical Technology Co., Ltd. for compensation for the damage to the ecological environment, and opened the court at the intermediate people's Court of Taizhou. The plaintiff presented a compensation of 36 million 880 thousand yuan, including the environmental rehabilitation fee, to the defendant.

The case can be traced back to 2014. Yang, a marketing manager of Anhui Haide Chemical Technology Co., Ltd., disposed of 102.4 tons of waste alkali by Lee, who had no environmental qualification. The waste alkali was directly poured into the Yangtze River and Hanoi, causing water pollution. Jingjiang and Xinghua were forced to cut water for 40 hours and more than 50 hours respectively.

On the same day, Jiangsu Wuzhong announced that its wholly owned subsidiary, Xiangshui Hengli Da chemical industry, received a total penalty of 910 thousand from the environmental protection administration's administrative penalty decision.

According to the announcement, the company has received two penalties notice:

In January and April 8, 2018, the EPA law enforcement officers found that an air pollutant vent was added to the three workshop of the company. The hazardous waste storehouse did not take any anti leakage measures, and some hazardous wastes were not identified.

The above actions have constituted "failing to set up the air pollutant outfall" according to regulations, and "failing to take protective measures conforming to the national environmental protection standards" and "failing to set up a hazardous waste identification mark".

In this regard, the EPA made the following penalties:

(1) a fine (RMB) of twenty thousand yuan shall be imposed on the discharge of air pollutants without stipulations.

(2) a fine (RMB) of fifty thousand yuan shall be imposed on the storage of hazardous waste without taking protective measures in line with the state's environmental protection standards.

(3) a fine (RMB) of thirty thousand yuan shall be imposed on the establishment of hazardous waste identification marks.

The total penalty is RMB one hundred thousand yuan.

In two and April 23, 2018, the Environmental Protection Bureau law enforcement officers found that the company did not approve the project environmental impact assessment report in accordance with the law, invested about 75 million yuan to build the river purification plant, MVR evaporation salt separation plant and 2500 tons of waste water treatment station.

The above acts have constituted "failing to legally approve the environmental impact statement of construction projects, starting construction without authorization", "failing to take protective measures that meet the requirements of national environmental protection standards" and "failing to set up sewage outfall outlets according to regulations".

In this regard, the EPA made the following penalties:

(1) the construction of an environmental impact report without approval according to law shall be ordered to stop construction and impose a fine of RMB seven hundred and fifty thousand yuan.

(2) the act of storing hazardous waste without taking protective measures in line with the state's environmental protection standards shall be ordered to rectify, and a fine (RMB) of forty thousand yuan shall be imposed.

(3) the act of setting up sewage outlets without stipulations shall be ordered to make corrections and impose a fine of RMB twenty thousand yuan.

The total penalty is RMB eight hundred and ten thousand yuan.

At present, all chemical enterprises in Xiangshui Chemical Industrial Park are still in a state of complete shutdown, and the time for resuming production can not be determined.

A few days ago, the Jiangsu Provincial People's government's discussion on the implementation of the "141" environmental control project on the coastal chemical industrial park showed that the pharmaceutical, pesticide and dye intermediates of the three chemical industrial parks in the coastal cities of Lianyungang, Yancheng and Nantong were included in the "prohibited category, no examination and approval" and "elimination" category. The unbuilt projects were not allowed to be examined and approved, and the construction projects had to be closed down within a specified period of time. "Jiangsu,"

Dye enterprises such as coastal chemical industry parks will be closed down. Enterprises that have stopped production or rectification will have no hope of resuming production.

This shows that environmental protection is not a joke, who pollutes, who pays the bill, who destroys, who governs, no enterprise and individual can not trample on this principle!
