Since the founding of new China, the cotton spinning industry in Henan has played an irreplaceable role in promoting the local economy, solving social employment and promoting the industrialization process. In recent years, with the rapid development of internal and external development environment, the growth rate of the industry has begun to slow down.

On the other hand, the cotton system reform is constantly advancing, and the structural supply and demand contradiction is gradually harmonization. Cotton spinning enterprises in the province also take the initiative to deal with the bottleneck of development, self optimizing adjustment, and have achieved phased results. Statistics show that in 2017 the province's yarn production and profit increased by 3.6% and 6.5% respectively.

In view of the reform of cotton system, the local backbone enterprises agreed that the cotton target price reform really achieved obvious results. Under the continuous implementation of the cotton direct subsidy policy, Xinjiang's cotton production increased year by year, and cotton quality was also greatly improved compared with the period of storage and purchase, which provided a solid support for the downstream cotton textile industry.

However, because of the limited cotton planting area and the limited bearing capacity of the irrigation resources in Xinjiang, the area of cotton planting in the mainland is shrinking rapidly. In the future, China's cotton supply will remain 200 to 3 million tons of cotton gap for a long time, and the enterprises are worried about this.

For the proposal to fill the gap of cotton and stabilize the market price and industrial development of cotton, the following points of view should be concentrated on:

1, we should release quota management as soon as possible, let domestic cotton integrate into the international market, give full play to the scientific rule of market allocation of resources, let the Chinese textile industry give full play to the advantages of the industrial chain, and make better contributions to the livelihood of the people.

2, under the existing quota mechanism, the distribution process should be as open, pparent, reasonable and compliant as possible so that enterprises can achieve healthy competition in a relatively equitable development environment.

3, improve the existing cotton reserve delivery mechanism to make it more reasonable, including the trial price differential early warning dynamic balance mechanism, reduce inventory risk; when the price difference between the inside and outside is low, appropriate rotation of high-quality international cotton and so on, in order to maintain a reasonable and quality reserve cotton structure;

4. Under the influence of the international layout of China's textile industry in recent years, the gap between the yarn quality of the emerging countries and China has been shrinking rapidly. Although the international cooperation in production capacity is a general direction, there will be a "shift" in the process of industrial pfer. In the long run, there will be a crisis of the loss of the real economy. As an industry with large volume and high employment, textile will play an important role in stabilizing the livelihood of the people.

Aiming at the problems raised by enterprises, Xiaoping pointed out that since 2011, the China Textile Federation has been promoting the cotton system reform as the first task of the Federation, and has achieved some results.

Recently, China Textile Federation is studying the establishment of an early warning and dynamic balance mechanism for the difference between cotton and domestic cotton. The mechanism, based on the full investigation of the impact of cotton price difference between inside and outside on cotton spinning enterprises, divides the price difference from low to high into several files: below 1500 yuan / ton, 1500 yuan ~2000 yuan / ton, 2000~3500 yuan / ton, and above 3500 yuan / ton.

The details are as follows:

1, when domestic and foreign cotton price difference is less than 1500 yuan / ton, domestic cotton spinning enterprises still have strong competitiveness, the warning mechanism bright "green light";

2, when the inside and outside cotton price difference is higher than 1500 yuan / ton, less than 2000 yuan / ton, bright yellow lamp, at this time, we need to start preparing for the plan.

3, when the inside and outside cotton price difference is higher than 2000 yuan / ton, less than 3500 yuan / ton, bright "orange lamp", at this time need to start coping plan.

4, when the difference between the inside and outside cotton price is higher than 3500 yuan / ton, the bright "red light" indicates that the industry is in crisis and needs to take emergency measures such as temporary storage.

Xiaoping said that in the early warning mechanism, the spun alliance is still under study, and it will constantly improve and make it scientific and reasonable on the basis of fully studying the raw material market.

The trend of technological progress that cotton spinning needs to pay special attention to is the replacement of machines. The problem of future employment and the difficulty of employment will become more prominent in the future. Two, we should pay attention to the agglomeration of large enterprises and the effect of leading brands, and promote the merger and reorganization of industries, reduce vicious competition, exert the multiple advantages of scale and complementarity and optimize the market structure without increasing the total industry. Three, we need to continuously strengthen differentiation and new product development. If enterprises do not have the awareness of being vigilant in times of danger, even if the cotton import quota is completely liberalized in the future, we may lose the market because of the lack of core competitiveness. Four, we should pay close attention to capital markets, strengthen the integration of industry and finance, and help solve the problems of financing difficulties and pfer of private and small and medium enterprises. In the future sustainable development of cotton textile industry, first of all, enterprises should pay great attention to scientific and technological progress, and the rapid development of science and technology will speed up individual businesses.

Strive for new energy development in the future

In Henan's research visits, enterprises have indicated that Henan is still basically producing.

For blending and chemical fiber products are less involved.

From the perspective of Henan's textile industry structure, chemical fiber accounts for a smaller proportion, and nearly two years of development are almost stagnant.

However, in the process of visiting the research group, the National Bio based material industrial park located in Nan Le county has become a great surprise for the Henan station of the research group.

The "National Bio based materials industry park" in nlue county is the only two National Bio base material industrial park approved in 2014 (another is in Weifang, Shandong). The park covers an area of only 600 mu. Although it is not large, it links up the upstream and downstream industry chain of PLA fiber. It has realized the dynamic operation of the whole industry chain from starch, straw to polylactic acid, polylactic acid chips, polylactic acid fiber, polylactic acid yarn, and terminal knitted, garments, home textiles and industrial products.

At the symposium held in the industrial park, Liu Bing, director of Nanyue County, introduced the development of the industrial park, and the key enterprises from the park, such as the Dragon capital, the new material of Yurun and the Dragon capital, respectively introduced their respective enterprises' development.

Liu Bing said that at present, the industrial park has been opened from the technical chain to the product chain, but the market share of polylactic acid products is still low, and it is hoped that the state will give policy support to directional applications.

The representative of dragon capital, Tian Ren, said that in 2018, it was mainly to increase the cost of polymerization and reduce the cost.

It is reported that polylactic acid is a kind of fiber which has the closest performance to polyester. It should be replaced by polyester in the future with its biodegradable characteristics. The market should be large, but because of the high cost, the development is slow.

The representative of dragon capital Tian Ren said that the cost of polylactic acid was 5~6 times that of polyester. In recent years, it has been reduced to about 2 times after continuous research and development, and successfully opened the European and American markets in 2016.

At present, more than 95% of the products in the park are exported. In the future, we are very confident about the market of polylactic acid. We hope that the state can give financial strategic support to these strategic emerging industries that are in the process of increasing important opportunities.

Xiaoping, who visited the upstream and downstream businesses of the park, said at the forum that the selection of bio based polylactic acid in Nan Le county is the key area of development. First of all, the right choice is right. Next, the most important thing is to insist on replacing plastic products as the primary goal. We must find the right direction in the development of new products.

At present, 300 thousand tons of 66 salt, 450 thousand tons of adipic acid, 100 thousand tons of caprolactam, 150 thousand tons of industrial yarn, air bag silk, curtain canvas, 150 thousand tons of nylon 66 slice, 140 thousand tons of nylon 6 slice have been formed.

70 thousand tons of nylon 6 chips, 40 thousand tons of nylon 6 chips and 30 thousand tons of modified engineering plastics will be completed and put into operation. 200 thousand tons of caprolactam, 150 thousand tons of cyclohexanone, 40 thousand tons of differential high performance industrial yarn and 20 thousand tons of special nylon are being built.
