Fourth, we should make good use of various criminal and civil legal means.
Through the coordination of the high law and the Supreme Procuratorate, we have promulgated the interpretation of several issues concerning the application of law to the criminal cases concerning environmental pollution, and jointly formulated the measures of the Ministry of public security and the Supreme People's Procuratorate for the implementation of environmental protection administrative law enforcement and criminal justice convergence. In the past, many evidence used in administrative law enforcement was not connected with criminal evidence, so it was difficult to treat it as a criminal case.
Through these works, a total of 6064 cases of suspected environmental pollution crimes were pferred nationwide last year, an increase of 37% over 2015.

Two, the responsibility for environmental protection in some local Party committees and relevant departments is not in place, and the pressure of the pmission is not enough.
The outstanding performance is that some local governments do not have a clear division of work on the implementation of the environmental protection law, and this uncertainty is more and more attenuated to the grass-roots level.
The environmental protection law stipulates that only half of the Department's responsibilities are in the hands of the environmental protection department. The responsibility of the environmental protection department is only 1/3 in the air pollution prevention act. So the next step is to clarify the responsibilities of all departments so as to better implement the environmental protection law. This is also a key point in our work.

On the basis of the previous two years, we should continue to deepen this implementation activity this year, persist in problem oriented and multi party coordination, pay equal attention to both administration and inspection, and severely punish illegal and standardized enforcement.
This year, we have to complete 15 tasks for inspectors of the central environmental protection inspectors.
2., we should break the shackles of institutional mechanisms and strengthen the building of grass-roots law enforcement capacity.
It is mainly combined with the reform of vertical management of environmental monitoring and supervision in environmental protection institutions below the provincial level.

In the past year, the Ministry of environmental protection and related departments and 11 provinces and municipalities have actively promoted the work of ecological environment protection in the Yangtze River economic belt, mainly in four aspects:
First, we should strengthen planning co-ordination and promote the strategy of great protection.

As we can see, the total emissions of wastewater, chemical oxygen demand and ammonia nitrogen account for 43%, 37% and 43% of the whole country. The task of ensuring the safety of drinking water is very arduous.
Three, the environmental risks of chemical industry along the river are outstanding, and the bottom line of maintaining environmental safety is a great challenge.
Four, the development and construction of cities and towns in some parts of the country has seriously occupied the ecological environment of rivers, lakes and reservoirs, and the contradiction between development and protection is still outstanding.
Next, we should do the following work to further improve the ecological environment quality of the Yangtze River Economic Belt:
1., establish a hard constraint mechanism for ecological environment.
We must insist on prevention. By the end of this year, we should complete the delineation of the red line of ecological protection in 11 provinces and cities along the Yangtze River, and set up a control system for the use of rivers and lakes.
