Recently, the Ministry of environmental protection issued a notice (2016 No. sixty-third), and approved the "environmental labeling products technical requirements adhesives" (HJ2541-2016) as the new national environmental protection standard, and implemented in January 1, 2017.

At the same time, the original standard "environmental labeling product technical requirements adhesive" (HJ/T220-2005) is abolished on the date of implementation.

The new standard has been revised on the basis of HJ/T220 (2005), which is based on the national standard and the national policy. The content of free formaldehyde and free phenol in the product should meet the requirements of GB/T14372 - 2006. Reference to foreign standards has increased the limit of harmful substances, increased the environmental requirements of adhesives for books and periodicals and hot-melt adhesives for packaging, and adjusted the testing methods of products according to the standard range. The release limit of harmful substances of Carpet Adhesives has increased the limit requirements of alkylphenol polyoxyethylene ether compounds, and unified the index units.

Environmental labeling product certification is also known as the ten ring certification. It is the most authoritative green product and environmental product certification in China. It represents official recognition of the quality and environmental performance of the product. It can determine whether the product can meet the requirements of the national environmental protection standard through the multi criteria auditing of the three stages of document examination, on-site inspection and sample inspection.

At present, thousands of products of more than 150 enterprises in the adhesive industry have been certified by adhesive environmental labeling products. If the downstream enterprises with adhesive are applied, there will be thousands of enterprises involved.

The promulgation and implementation of these standards to some extent regulate the domestic market of adhesives, so that adhesive manufacturers understand that the environmental protection requirements of products at home and abroad have been actively responded by enterprises.

In particular, since the implementation of the HJ/T220 - 2005 standard, the adhesive products have been developed in an environmentally friendly way, to a certain extent, to promote solvent-free, water-borne, low toxicity and innocuous products of adhesives.

At present, the environmental labeling products of adhesives have become one of the important bases for consumers to choose environmental protection building materials, decoration and daily necessities.

With the rapid development of adhesives industry in recent years, new technologies and new products are emerging, and the scope of application is expanding. The scope and detection methods of harmful substances have also changed. The current standard (HJ/T220 - 2005) has many improvements in practical application.

Therefore, the Ministry of environmental protection's notice on carrying out the 2010 national environmental protection standard revision project (circular letter [2012]503) will provide technical requirements for national environmental protection standards / Environmental Labelling Products.

It has been included in the national standard formulation project plan. In January 17, 2013, some experts, scholars and leaders of China adhesive and adhesive tape industry association were invited to participate in the standard revision argumentation conference held in Beijing.

In April 29, 2013, the science and Technology Standards Department of the Ministry of environmental protection held an opening demonstration conference in Beijing. The main direction, basic principles, technical line and main work contents of the standard compilation were determined by experts' argumentation.

In October 2013, the standard establishment group conducted a survey on the relevant enterprises, and listened to the opinions of experts and enterprises in the industry on formulating the opening report of the standard.

Subsequently, the standard establishment group completed the technical requirements of environmental labeling products - Adhesives (Draft) and preparation instructions, and reported to the Ministry of environmental protection for examination.
