Last year, our city implemented the "three one thousand" promotion plan, organized more than 300 equipment manufacturing enterprises and more than 1000 application enterprises to carry out pilot demonstration. This year, we will continue to carry out a new round of promotion plan, strive to build more than 15 demonstration intelligent factories and digital workshops, and promote the city's enterprise production process equipment numerical control rate to reach 40%.

The reform of commercial system is one of the highlights.

There are nearly ten reform measures, including the registration system of "first photo after registration", registered capital subscription system and cluster registration. The commercial system reform was formally implemented in Quanzhou in early 2014, with the "threshold" of the admittance threshold and the "addition of market vitality", which triggered an upsurge of entrepreneurship in Quanzhou.

Statistics show that over the past two years, this reform has spawned nearly 300 thousand new market players, accounting for 52.3% of the total market participants in the city.

The reform of administrative examination and approval system has also been innovating frequently.

After more than 3 years of reform and trial, the administrative service examination and approval links at all levels have been reduced to 5 working days, and the time limit for examination and approval is unified within 35% of the statutory time limit.

At the same time, examination and approval service declaration materials are constantly "downsizing", 930 municipal administrative examination and approval and service items need more than 7000 declared materials, one by one, the pilot implementation of the "electronic license", online service hall reform measures to make the public work easier.

"We didn't expect that the speed of examination and approval in the early stage of the project can be so fast."

As one of the two phase of the project, Xie Congyi, chief of the general affairs section of Quanzhou first hospital, felt the dividend of the reform of the administrative examination and approval system.

"From the preparation of the project proposal, the staff of various departments such as the NDRC, the administrative service center and so on have been involved in the tracking, and have held many meetings on the spot to help us solve the problems encountered in the compilation process in time."
