In order to guide our textile and garment industry to increase production efficiency, our region adjusts the subsidy policy for textile and garment industry.

In August 11th, the second Xinjiang textile and clothing technology forum was held. Liang Yong, Deputy Secretary General of the people's Government of the autonomous region and director of the leading group of the Xinjiang textile and garment industry promoting employment work, delivered a speech.

"Recently, we have revised eight supporting policies for textile and garment industry. We will change all kinds of annual subsidies into quarterly subsidies in the revised policy, and give the discount policy on equipment leasing, giving the same policy of industrial textiles and clothing, home textiles. In addition, we will introduce support for textile clothing export and pportation support through westbound trains, and set up textile and garment logistics bases in southern Xinjiang."

In the way of subsidy, the same subsidy policy was applied to any enterprise of scale, but since July 1st this year, 32 sub yarn enterprises have been pported.

The freight subsidy to the mainland will be reduced by half, and the textile enterprises above 64 yarn will increase 100 yuan.

It is reported that the pport subsidy of the textile and garment industry in Xinjiang was formulated in 2014, when the oil price was very high. The pport cotton yarn in our area was sold to Guangzhou, and the freight per ton reached 1200 yuan. To this end, the subsidy policy was subsidized 1000 yuan, but now the oil price is reduced by only 700 yuan, so the cost of pportation subsidy will be subsidized according to the actual situation, otherwise it will bring the space for the pportation of cotton yarn to the mainland enterprises.

In order to guide the development of textile and garment enterprises into the park, our district has also introduced policies to guide textile enterprises into the park.

Starting from August 1st, cotton textile enterprises can only build factories in designated parks. If they do not build factories in designated parks, they will not subsidize the two policies of electricity and freight, so as to curb the phenomenon of cotton spinning enterprises all over the country.

In recent two or three years, although the textile and garment industry in our region has been developing rapidly, there is still a big gap between the technological level and management ability of the enterprises. Compared with the mainland, the per capita labor force of the national textile and garment industry in 2014 has created 390 thousand output value. However, the output value per capita of Xinjiang's labor force is only seventy thousand or eighty thousand, and good enterprises can reach 200 thousand.

In order to improve the labor productivity and market development ability of textile enterprises in our region, the government has brought 12 million yuan of funds to bring in technical talents from the mainland. This year, 500 people have been sent to the mainland for training in China. Meanwhile, exchanges with universities in the mainland have been intensified to build campuses in Xinjiang.

According to statistics, in the 1-7 month of this year, the fixed assets investment of our textile industry reached 22 billion 580 million yuan, an increase of 11 billion 140 million yuan compared with the same period last year, and the GDP of Xinjiang grew by 8% in the 1-6 months, but the textile industry GDP grew by 40% over the same period last year.

From 2014 to January to July this year, the newly increased fixed assets investment in our textile industry reached 63 billion 985 million yuan, and nearly 1000 enterprises were newly built, of which more than 270 were invested by mainland enterprises in Xinjiang.

According to the Xinjiang textile and garment industry promotion work leading group research, the cost of spinning cotton per ton in Xinjiang is 2000 to 3000 yuan lower than that in the mainland, and the production cost of clothing is 12% lower.

This makes Xinjiang textile and garment industry more competitive.

According to statistics, in the first half of this year, the output of cloth in our industrial products increased by 1.1 times, and the yarn grew by 82.4%.
