On the 28-29 day of July, the Eleventh National Leather Chemicals academic exchange meeting and the twenty-first annual conference of China Leather Association Technical Committee were held in Pearl Spring Hotel, Ji'nan, on the theme of "innovation and green development of leather industry under the new normal".

In order to build a strong world power in science and technology, the management of science and technology must keep pace with the times and deepen reform.

To further understand the latest changes and policy trends in China's science and technology management work, the conference invited the director of the resource allocation and management division of the Ministry of science and technology Qian Xiaoyong to make a special report entitled "central financial science and technology plan and project management reform".

First of all, he reviewed the development course and background of China's science and technology plan, combed the main problems existing in science and technology plan and project management, introduced the basic principles, main tasks and reform progress of China's science and technology plan management, as well as the related work progress of national key research and development plan, including positioning and mission, key special guide, project recommendation source and evaluation results, and reform measures in project management.

What is the development status quo? What challenges do the current economic and policy environment bring to the industry? Chen Zhanguang, Deputy Secretary General of China Leather Association, made a special report on "China Leather Industry Development Report" at the meeting.

He focused on the economic operation of leather industry in 2015 and 2016, and analyzed the economic performance of tanning and shoemaking industry with full and accurate data in 1-5 months, from the aspects of production and sales, import and export, online and offline.

In 2016 1-5, the sales revenue of leather, fur and products and footwear enterprises completed 522 billion 730 million yuan, up 5.2% from the same period last year, and the growth rate dropped 0.55 percentage points. The export volume of 30 billion 380 million US dollars decreased by 7.3% compared to the same period last year, and the growth rate dropped 10.2 percentage points. The import of 3 billion 480 million US dollars decreased by 9.2% compared with the same period last year, and the growth rate dropped by 13.5 percentage points.

Chen Zhanguang, deputy secretary general, introduced the current policy environment of China's leather industry, especially the environmental policies and major environmental policies and trade standards that are currently being implemented, which have great impact on the industry, and summarized the analysis of cleaner production technology and pollution control technology.

Innovative technology not only brings innovative products, but also brings diversified radiation to the industrial chain. Ying Hanjie, deputy director of the national biochemical center and professor of Nanjing University of Technology, has led his team to do a good job in this regard.

He brought us a special report entitled "research progress of bio based polyurethane", and reported the research situation of polyurethane based on the general situation of polyurethane industry, the synthesis of bio based polyurethane, the comprehensive properties of polyurethane rigid foam, the application of rigid polyurethane foam in the field of construction, the opportunities and challenges faced by building energy saving and so on.

The four innovation points of raw material innovation, technological innovation, equipment innovation and product innovation attracted the attention of the participants.

At present, bio based polyurethane has become the only bio based product that can replace petroleum products in the world. After the scale industrialization, the research project has diversified marketing and innovative marketing mode, which is worth learning and using for reference.

What is the globally recognized tannery agent with the best comprehensive properties? No doubt it is chrome tanning agent.

However, China's strict demand for chromium emission restrictions has made the issue of chromium emissions the most serious challenge facing the leather industry.

Shi Bi, a member of the Chinese Academy of engineering and professor of Sichuan University, has made a special report on "chrome free leather industry: strategic significance, feasibility and challenges".

He pointed out that, at present, chrome free leather industry is the most effective way to solve the problem of chromium dispute thoroughly. In the future, the chrome free technology in tanning industry may become a trend. We should consider early planning, step by step implementation and smooth overshoot.

From the implementation strategy, he put forward several suggestions: first, based on China's technology and market development, timely introduction of policies and regulations, and must pay attention to China's leather industry protection strategy; two is to increase chrome free tanning agents, chrome free leather production technology development; three is to promote the whole industry chain cooperation based on product engineering.

Finally, he briefly introduced the research progress of three chrome free tanning technologies (non chrome metal tanning, organic tanning technology and combined tanning technology) and prospected the future.

Two, the Twelfth National Leather Science and technology conference organizer is tentatively designated as the Jiaxing University in Zhejiang. But if the next Asian leather technology conference is to be held in China (the IULTCS conference will be held in India in February 2017), the Twelfth National Leather Science and technology conference, held in 2018, will be merged with the organizer.

After the meeting, the delegates visited the Qilu Industrial University. They visited the school of Leather Chemistry and engineering of the Qilu Industrial University and the Museum of ceramic art respectively.
