Quality Inspection Department Reminds Textile Enterprises To Pay Close Attention To New Rules For Children'S Clothing In Europe And America

In recent years, European and American countries have targeted children in order to safeguard their own interests.

The main safety risks have formulated different safety codes and guidelines.

For example, the United States has put forward specific requirements for children's costumes in the guide to safety regulations for children's coats, ASTM F1816-97 (2004) and CPSC (Consumer Product Safety Commission), "children's blouse belt tightening belt guide". The EU EN14682 standard also made clear provisions for the overall requirements of girdle or ropes for children under 14 years old.

Recently, our domestic children's clothing has been frequently asked to recall by the European and American countries because of pulling the rope to cause the neck of the child to be threatened. It is urgent to seriously analyze the reasons for the recall and propose corresponding countermeasures.

The need to protect domestic enterprises abroad.

Since the outbreak of the financial crisis, countries such as Europe and the United States have been protecting their own countries because of their poor economic conditions.

The economic interests of garment enterprises are constantly restricting the import of textiles and garments by different forms of trade protection measures. Recall as a form of technical barriers has been adopted more and more.

Foreign customer products

The problem.

Due to the defects in the design of foreign customers' products, most of our manufacturing enterprises use OEM subcontract mode to manufacture products. They simply believe that products produced according to the requirements of customers can only be short of necessary and sufficient identification power for the design of products in line with foreign technical regulations.

In addition, when most enterprises sign contracts with foreign customers, they do not pay enough attention to make a clear agreement on the conformity and responsibility of the product itself, resulting in losses.

Lack of awareness of domestic production enterprises.

A large number of managers and practitioners of textile production enterprises in China are not knowledge-based and lack sufficient knowledge to expand their training. In many cases, the products themselves can not be reasonably judged.

In particular, the outbreak of the global financial crisis has caused some production enterprises to get into a predicament that can not be done alone. Without order, they will not evaluate the production arrangements blindly, so that the products will not meet the strict requirements of the destination countries.

For this reason, it is recommended to strengthen the following aspects:

Production enterprises: first of all, we should strengthen the sense of crisis, enhance the ability to identify product risks, strengthen the study and research of foreign technical regulations, strictly carry out production according to the technical regulations and standards of importing countries, conscientiously implement training for employees, pay attention to avoiding risks when signing foreign trade contracts with customers, do not accept defective designs, strengthen safety examination of product designs, and enhance their own self-examination and self-control ability.

Inspection and quarantine institutions: we should strengthen the collection and study of foreign technical regulations, and publicize them in a timely manner. In particular, we should actively carry out pre research and publicity work for children's clothing companies that are newly pferred to the legal examination catalogue, help and remind enterprises to enhance their sense of risk and grasp foreign technical trade measures. At the same time, we must strictly supervise the operation of the quality management system of enterprises, strictly control the design and production in strict accordance with the requirements of the system, ensure product quality and implement training, and require enterprises to fully realize that enterprises are the heads of product quality leaders.

In addition, the inspection and quarantine institutions should also strengthen laboratory testing ability to ensure that the inspection is carried out strictly according to the relevant national standards.

Trade associations: we should give full play to the role of pilots in production enterprises, actively publicize the significance of measures such as recall, anti-dumping and special safeguard and the impact on China's exports; actively resolve the adverse effects of trade protection on enterprises by legal, economic or other means; actively pay attention to the development trend of trade exports, exchange information and coordinate exports.

Since the production of children's clothing almost involves the whole industry of textile production in China, supervision and design specifications are no longer a problem that single or several government departments can solve. It requires enterprises to enhance their sense of responsibility; it needs quality supervision, inspection and quarantine departments to implement supervision; it also requires other government departments and social organizations to jointly improve their management capabilities in different links, so as to ensure the overall improvement of children's clothing export quality in China, thus preventing frequent occurrence of recall events.
