Business "13Th Five-Year" Plan To Raise The Modernization Level Of Domestic And Foreign Trade Circulation
Shen Danyang, spokesman of the Ministry of Commerce, said at a regular press conference on the 5 day that the "thirteenth five year plan for business development" compiled by the Ministry of Commerce (hereinafter referred to as the "Outline") has been issued and implemented.
The outline consists of 12 chapters and 44 sections. Around the "13th Five-Year" business development goals set forth for the grand goal of building a well-off society in an all-round way, 14 specific indicators in 4 aspects, such as domestic trade circulation, foreign trade, foreign capital utilization and foreign investment, are put forward.
At the same time, the 9 major tasks, 3 new strategies and 26 major projects of the structural reform of the supply side have been identified as the main starting point for business development.
According to the outline, by 2020, the modernization level of domestic trade has significantly increased, and the total retail sales of consumer goods has reached nearly 48 trillion yuan, with an average annual growth of about 10%.
The high-level open economic system has basically taken shape, the trade structure has been further improved, the service trade has exceeded 1 trillion dollars, the scale of utilizing foreign capital is no less than the level of the "12th Five-Year" period, and the total foreign investment has reached 720 billion US dollars in five years, and the industrial structure has been further optimized.
The new advantages of international economic cooperation and competition have been greatly enhanced. Business development has been accelerated from factor driving to innovation driven.

To achieve the expected goal, the outline has embarked on nine major tasks and three new strategies from the perspective of promoting the structural reform of the supply side of the business sector.
The nine tasks include: forming a new system of business development, upgrading the level of informatization, standardization and intensification of circulation, promoting the upgrading of consumption structure, implementing the strategy of better and better development, improving the layout of cross-border investment, and promoting "the development of cross-border investment."

One of the highlights of the outline is to put forward a number of major projects to be implemented in the next five years.
The outline also put forward 26 major projects as the main starting point for the development of Commerce in the "13th Five-Year" period.
These include major projects such as the implementation of free trade pilot area construction, comprehensive business supervision and law enforcement system construction, major projects such as electronic commerce entering rural areas, smart supply chain innovation actions, major construction projects such as international consumer city construction, and important product traceability system construction.
