The object of environmental tax collection is divided into four categories: air pollution, water pollution, solid waste and ultrasound.
The key monitoring (sewage) taxpayers refer to the key monitoring enterprises in the key industries such as thermal power, steel, cement, electrolytic aluminum, coal, metallurgy, building materials, mining, chemical, petrochemical, pharmaceutical, light industry (brewing, paper making, fermentation, sugar processing, vegetable oil processing), textile, leather making and other key polluting industries.
In the draft, not only two cases of double levying environmental protection tax were proposed, but also the situation of exemption from environmental protection tax, such as agricultural production (excluding large-scale aquaculture) emissions.

The discharge of pollutants from motor vehicles, railway locomotives, non road mobile machinery, ships and aircraft, etc.; and discharge of pollutants from urban sewage treatment plants and municipal solid waste disposal sites to the environment shall not exceed the emission standards prescribed by the state.

He believes that in 2013, urban sewage accounted for nearly 70% of China's total wastewater discharge; from 2014 to 2020, China's urban domestic waste will increase by 31 million 620 thousand tons; in 2014, the contribution of chemical oxygen demand and ammonia nitrogen emissions to agriculture accounted for 48% and 32% of the total.

According to the agency estimates, in 2013, the total amount of sulfur dioxide, nitrogen oxides, chemical oxygen demand, ammonia nitrogen and other four indicators of the national sewage charge theory should be levied to total 57 billion 500 million yuan; and in 2013, the actual amount of collection is only 21 billion 600 million yuan, only to achieve less than 40% of the total amount of theoretical levy.
After the introduction of the environmental tax law, the levy strength is expected to be substantially strengthened, that is, it is conducive to the implementation of environmental protection policies and standards, and provides a more adequate source of funds for national environmental investment.

Huatai Securities believes that the environmental tax law has greatly increased the illegal cost of sewage enterprises, forcing them to ensure that the sewage is up to standard.
As a result, environmental protection has become a rigid demand, and sewage companies need to adapt more actively to form a large-scale operation and reduce environmental costs. This also indirectly promotes the survival of the fittest in the upstream industry, speeds up the exit of the zombie enterprises, and achieves the optimal allocation of resources.
The green tax law makes the environmental protection enterprises the biggest winner by enhancing the market demand of environmental protection services.
