Consumer Goods "Quality Revolution" Opens A New Journey

The standing meeting of the State Council in May 11th was deployed to promote the consumer products industry to increase varieties, improve quality and create brands to better meet the needs of the mass consumption and upgrading.

The scale of the industry is so huge, but it is hard to call it a strong manufacturing country, and the shortage of effective supply of consumer goods is becoming increasingly prominent. The gap between developed countries and varieties, product quality and brand cultivation can not be avoided.

Another reality that can not be ignored is that China is developing a sizable middle class, whose consumption demand is upgrading from "having" to "excellence", changing from food and clothing to well-off society.

When the huge scale of industry can not be fully connected with the huge consumer groups, there will be a surplus of low-end products on the one hand, and on the other hand, the pursuit of high-end and high quality consumption will flow overseas.

The prime minister has mentioned many times that people go abroad to buy rice cookers, toilet covers, and so on. The hidden worries are not difficult to understand.

Of course, the first thing is the market, and the spirit of craftsmen should fall into a specific enterprise.

This point is clear at the executive meeting: give full play to the role of the market.

That is to say, the effective supply of rice cookers depends on enterprises, and the government should not directly manage them.

What the government should also manage is the effective supply of policy and institutional environment.

In view of the increasing variety, quality and brand creation of the consumer goods industry, the Executive Council will put forward: first, perfect market access, cancel unnecessary examination and approval, catalogue and unreasonable charges.

Two is to cultivate and carry forward the craftsman spirit of excellence, and guide enterprises to establish a business philosophy of quality first, reputation first, and promote the "quality revolution" based on mass consumer goods production.

The three is to create a fair competition business environment and promote domestic consumer goods and international standards.

Four is to strengthen supervision and comprehensively promote "double random, one open".

We must crack down on counterfeiting and shoddy goods and prevent bad money from banning good money.

On the same day, the Executive Council also passed the "Yangtze River Delta Urban Agglomeration Development Plan".

In a sense, it can be regarded as a "quality revolution" of a city.

At home,

Undoubtedly, the urban agglomeration belongs to the high end, and is one of the most developed areas in China's urbanization.

But if placed in the international arena, there is still a gap between Shanghai and New York, Tokyo, London and other cities. The international competitiveness and internationalization level still have a gap. The Yangtze River Delta Urban Agglomeration and other world class urban groups, the quality of development needs to be further improved.

In a word, promoting the "quality revolution" depends only on reform.

When the government plans and promotes the reform of "letting go of clothes" through artisan spirit, creates and protects a good market environment, effectively reduces institutional paction costs, and enterprises can concentrate on products with artisan spirit, the "quality revolution" can become a grand sight.

The ancients spoke of a very brilliant realm: "to the masses and to the best."

China's economy must move towards the middle and high end.

To achieve this goal, for the government, reform should be "minimal"; for enterprises, products should be "as subtle as possible".

How to develop? The quality of urban agglomeration in macro scale is similar to that of micro scale consumer goods: only by reform and innovation.

The meeting proposed that we should create a new height of reform, replicate the mature reform experience of promoting free trade zones and independent innovation demonstration zones, and take a preliminary look at the pformation of government functions and institutional mechanisms.

Two, we must strive to open up new pioneers, vigorously attract foreign investment and gather international talents.

Three, we should develop new economy with our hair, implement the strategy of innovation driven development, and create a good environment for public entrepreneurship and innovation.

Four, we need to provide new support for development through ecological protection.

Five, we must create a new mode of joint development.

The "broad masses" of urban agglomerations can not be separated from the "finesse" of reform policies.
