At 16 hours and 08 minutes, the 3 and 4 storey factory buildings suddenly collapsed, and some buildings in the south building adjacent to the slump collapsed, causing the electrical wiring broken down in the 4 floor workshop of the West Building and causing a fire.

In the end, 14 people were killed and 33 injured, resulting in direct economic losses of over 1100 yuan.

According to the site investigation, the factory building of Jieyu has a "back" shape layout. The collapse occurred mainly in the West building, and the roof has both reservoir functions. The 1 to 3 floors are used by Jieyu company, and the fourth floor is hired by Tenghui shoe factory.

The roof tank is used for fire fighting, daily production and fish farming. The water depth is generally around 50 centimeters.

In fact, the plant has been identified as illegal construction many years ago.

In October 2011, the Wenling land and resources supervision team found that Jieyu had illegally occupied land for construction and illegal economic cooperation between the village and the village.

In the following 3 years and more, Wenling's land, public security, administrative law enforcement departments and the government of Da Xi Town have been repeatedly demolished and failed. The administrative ruling of the Wenling court "granted demolitions" has not been implemented.

The direct reason for the accident is that the investigation team believes that the load of the roof of the factory building is too large and the bearing capacity of the steel structure is insufficient, resulting in the instability of the structural system of the building and the collapse of the factory building.

Indirect reasons include Jieyu company's illegal occupation of land, illegal construction of factory buildings, direct organization of labor personnel illegal construction, no load calculation, free roof construction pool for water storage, unauthorized existence of serious building quality and safety problems of the plant into production and rental for production, resulting in increased building load.

The investigation team recommended that the company's legal representative, illegal occupation of land, illegal construction and use of the factory's actual decision maker Xu Fulin, Dashi Town, longlong village Party branch secretary Dai Sheng Cai for criminal responsibility.

The investigation of other suspected crimes shall be carried out independently by the judicial organs according to law.

At the same time, the Wenling municipal Party committee, the municipal government and the relevant departments, the 22 party members of the town Party committee, government and related departments, and the cadres in the village of longlong village, were treated by Party discipline or political discipline.

The Zhejiang Provincial Committee decided to propose that Li Bin, mayor of Wenling, no longer serve as mayor.
