Chen Lifen said that with the development of China's economy, the demographic dividend has been rapidly disappearing in recent years, and the labor cost of the textile industry has been increasing year by year.

To cope with this change, many middle and low-end textile enterprises began to go out and pfer production lines to some countries with low production costs, such as Southeast Asia, South Asia and Africa.

Taking cotton spinning as an example, she analyzed that during the "12th Five-Year" period, with the continuous improvement of the equipment level of cotton textile enterprises, the employment of 10000 spindles was gradually reduced to about 100.

But only a few cotton spinning enterprises in some developed countries in Europe, only 5 people employ ten thousand spindles. The reason for such a huge gap is that these enterprises in Europe have fully realized automatic and intelligent production.

The textile industry "13th Five-Year" development plan, which is being worked out, also holds that one of the keys to grasp the innovation and development is to seize the intelligent manufacturing, carry out the digital manufacturing of all links in the textile industry chain, accelerate the research and development of intelligent textile equipment, build a digital, networked and intelligent production line step by step, and apply information technology in depth to improve the level of design and research, production management, marketing and energy conservation and emission reduction.

Chen Lifen said that for the textile industry, it is necessary for the state to further increase its subsidy policy, and encourage enterprises to adopt new technologies, new processes, new equipment and new materials around the high-end industrial structure, intelligent equipment and technology, and production management informationization, and comprehensively promote the technological pformation and upgrading of the textile industry. During the "13th Five-Year" period, it will catch up with the advanced level of the developed countries and realize "made in China 2025" at an early date.

Chen Lifen suggested that the implementation plan for encouraging the development of the textile industry should be formulated, and the key high-end equipment of textile enterprises should be included in the catalogue of major technical equipment and products supported by the state, with reference to encouraging relevant industrial development policies, for example, the opinions of the State Council on promoting the healthy development of photovoltaic industry, the opinions on accelerating the development of energy saving and environmental protection industry, and the guiding opinions on promoting the healthy development of Internet finance, and so on, giving no less than 30% of the central financial subsidies.

In addition, the information and intelligent pformation projects of textile enterprises are included in the catalogue of industries, products and technologies encouraged by the state, and preferential policies are offered in terms of project approval and financial support.
