Cross Border Electricity Supplier Test Area: Use New Mode To Provide New Support For Foreign Trade Development

In accordance with the principle of rational layout, focusing on characteristics and operability, we choose a number of cities with better basic conditions, larger import and export and larger e-commerce scale in the eastern, central and western regions, and set up new cross border e-commerce comprehensive trial area. We should copy and promote the following experience: first, we should build up the six systems, including information sharing systems such as enterprises, financial institutions, regulatory departments and other interconnected information systems, one-stop online financial service system, intelligent logistics system that can be tested and controlled in a whole process, classified credit supervision system, departments sharing and orderly open e-commerce credit system, as well as statistical monitoring system and risk prevention and control system for enterprise operation and government regulation to provide service guarantee.

The two is the two platforms of "single window" and "comprehensive park" under the line of construction. It can realize information exchange among governments, mutual recognition of supervision, mutual aid of law enforcement, converging logistics and financial facilities and services, and create a complete industrial chain and ecological circle for cross-border e-commerce.

In March 7, 2015, the State Council approved the establishment of China (Hangzhou) cross border comprehensive e-commerce pilot area.

There are 55 innovative measures to be implemented in the four aspects of the cross border electricity supplier test area around customs inspection, commodity inspection, tax rebate and foreign exchange.

Up to October this year, the scale of cross-border electric business in Hangzhou experimental area was already more than 1 billion 700 million dollars.

In the first half of 2015, China's cross-border e-commerce pactions totaled 2 trillion yuan, an increase of 42.8% over the same period, of which 15.2% accounted for 15.2% of imports and 84.8% of exports.

Zhang Li, deputy director of the E-commerce Research Department of the Ministry of Commerce, told the Shanghai Daily reporter that the cross border electricity supplier in China is still in the first stage of trial and should test at least 3 years to test the risks and effects.

According to the actual demand in China, Zhang Li speculated that the scope of the pilot should extend to at least 4-5 cities. We should select a pilot with better development of electricity providers and more advanced manufacturing industries.
